City of Decatur City Council met June 16.

On Monday, June 16, 2025, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.
Mayor Julie Moore Wolfe presided, together with her being Council members Dennis Cooper, Lisa Gregory, Consuelo Cruz, Pat McDaniel, David Horn and Ed Culp. Mayor Moore Wolfe declared a quorum present.
City Manager Tim Gleason attended the meeting as well.
Mayor Moore Wolfe led the Pledge of Allegiance.
Mayor Moore Wolfe called for Appearance of Citizens.
The following citizens provided comments to the Council: James Taylor, Ayn Owens, Tykyna Cole, Bret Robertson, Abeer Motan and Kathy Williams.
Council members responded to citizens’ comments.
Mayor Moore Wolfe called for approval of the minutes.
The minutes of June 2, 2025, City Council Meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Culp and on call of the roll, Council members Dennis Cooper, Lisa Gregory, Consuelo Cruz, Pat McDaniel, David Horn, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
This being the time set aside for Unfinished Business and there being none, Mayor Moore Wolfe called for New Business.
R2025-205 Resolution Accepting the Proposal and Authorizing the Execution of an Agreement for Purchase and Implementation of Mobile Ticketing Software and Equipment with Modeshift, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Culp.
Ms. Lacie Elzy, Director of Economic and Community Development, gave an overview of the Resolution and answered questions from Council members concerning the process for the new payment system.
Upon call of the roll, Council members Dennis Cooper, Lisa Gregory, Consuelo Cruz, Pat McDaniel, David Horn, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
2025-50 Ordinance Amending City Code Chapter 52, Alcoholic Liquor, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Culp.
Ms. Wendy Morthland, Corporation Counsel, gave a brief overview of the Ordinance and answered questions from Council members regarding the amendment to remove the cap on Class B liquor licenses.
Upon call of the roll, Council members Dennis Cooper, Lisa Gregory, Pat McDaniel, Ed Culp and Mayor Moore Wolfe voted aye. Council members Consuelo Cruz and David Horn votes nay. Mayor Moore Wolfe declared the motion carried.
City Manager Gleason provided the City Manager Update. City Manager Gleason spoke about the 2025 Hardy’s Race for the Lake Boat Races held on June 7 and June 8. He also provided an update to Council members on the efforts of Public Works clearing storm-related debris. Additionally, he announced that Micro-Transit forums are set to take place on June 17, 24 and 25, 2025, at the Decatur Public Library.
Mayor Moore Wolfe called for Consent Agenda Calendar Items A. through I. and asked if any Council member wished to remove an item from the Consent Agenda Calendar. Councilman Horn requested to remove Item C. and Item D. from the Consent Agenda Calendar. The Clerk read Items A., B. and E. through I.:

Councilwoman Gregory moved Items A., B. and E. through I. be approved by Omnibus Vote; seconded by Councilman Culp, and on call of the roll, Council members Dennis Cooper, Lisa Gregory, Consuelo Cruz, Pat McDaniel, David Horn, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2025-210 Resolution Accepting the State of Illinois Joint Purchasing Holder Bid Price of Morrow Brothers Ford, Inc. for the Purchase of One Ford F-250 Truck and Upfit, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Culp.
Mr. Matt Newell, Public Works Director, answered questions from Councilman Horn about the utilization of the old truck.
Upon call of the roll, Council members Dennis Cooper, Lisa Gregory, Consuelo Cruz, Pat McDaniel, David Horn, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2025-211 Resolution Authorizing a Professional Engineering Services Agreement with Burns & McDonnell Engineering Company, Inc., to Provide Engineering Services for the DeWitt Wellfield Pipeline, City Project 2023-11, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Culp.
Mr. Matt Newell, Public Works Director, answered questions from Councilman Horn about the ability of industrial customers to withdraw water from the Mahomet Aquifer.
Upon call of the roll, Council members Dennis Cooper, Lisa Gregory, Consuelo Cruz, Pat McDaniel, David Horn, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
With no other New Business, Mayor Moore Wolfe called for Other Business.
Councilman Horn offered his condolences to the family of the young boy who tragically lost his life due to a drunk driver, and Councilman Cooper spoke about several upcoming local Juneteenth events and encouraged the community to attend.
There being no Other Business, Mayor Moore Wolfe called for Adjournment.
Councilwoman Gregory moved the regular City Council meeting be adjourned, seconded by Councilman Culp and upon call of the roll, Council members Dennis Cooper, Lisa Gregory, Consuelo Cruz, Pat McDaniel, David Horn, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
Mayor Moore Wolfe declared the regular Council meeting adjourned at 6:15 p.m.
