Village of Warrensburg Village Board met June 16.
Here are the minutes provided by the board:
CALL TO ORDER: Mayor Hackl called the meeting to order at the Warrensburg Village Hall on Monday, June 16, 2025 at 5:30 p.m., reminding everyone the meeting was being recorded.
THE PLEDGE OF ALLEGIANCE was recited.
ROLL CALL: Present: Mayor Hackl, Trustees Fisher, Bons, Davis, Eskew and Netherton. Also present were Attorney Jankowicz, Chief Wheeler, DPW Allen and VAC Booth.
MAYOR’S COMMENTS: Mayor Hackl mentioned that there will be committee meetings to determine employee evaluations, raises and the annual contribution to IRA’s that will be retroactive to May 1, 2025.
PUBLIC COMMENTS: Resident Yvonne Thompson inquired about the tree removal from her neighboring property and if anything would be done about the sidewalks in front of her house. Trustee Netherton stated that he is checking into several options for both and that he would have an answer at the next meeting.
NEW BUSINESS: None
ENGINEER: Nothing
REVIEW/APPROVAL OF MINUTES: A motion was made by Trustee Netherton, seconded by Trustee Eskew to approve the minutes of the June 2, 2025 regular meeting. Motion carried.
VILLAGE ADMINISTRATIVE CLERK: Trustee Bons moved and Trustee Netherton seconded to approve the balance sheet, pay the bills and make the appropriate transfers for June 16, 2025.
VAC Booth mentioned that the bills included a few invoices for the Cornfest and the payment to Chad Calhoun. The bills include the monthly transfers and the payment to Buena Vista Bank.
VAC Booth pointed out the increase in two monthly payments; Doolin’s Disposal went from $120 to $190. She attempted to contact the company but was unable to discuss the matter with anyone.
The increase in the rate from BClean Housekeeping was also discussed. The monthly charge increased by $50 due to the cost of chemicals and time incurred in caring for the new flooring. Trustee Netherton stated that he would look into it.
Roll Call Vote: Yes – Trustees Netherton, Fisher, Bons, Eskew and Davis.
No – none. Motion carried.
VAC Booth explained that the Illinois funds offer a free credit card processing service called Illinois E-Pay to municipalities. They charge the fee that they need and the Village would receive their exact payment. LOCiS offers a module to support E-Pay, which involves a one-time setup fee of $500 and $100 every year (included in the annual LOCiS dues). The Village would not incur any other fees or costs, it basically takes the Village out of the equation. It was decided that the finance committee will have a meeting to review.
VAC Booth reminded the Board that she will be attending the first in the two-part LOCiS Accounting classes on June 25 in Pawnee. Village Hall will be closed on that day.
FINANCE: Nothing
BUILDING: Trustee Netherton updated the Board that the Warrensburg signs are almost done. Attorney Jankowicz has sent correspondence to the Shaw’s, expressing apologies for upsetting them and explaining the details of the easement, with a deadline of next week for a response.
Trustee Netherton also stated that he will present 3 estimates for cleaning Village Hall at the next meeting.
POLICE: Chief Wheeler mentioned that the Personnel committee will be meeting on Wednesday to interview two candidates for the SRO position. The committee includes school board members and board members as well as Chief Wheeler.
Mayor Hackl asked for an update on the Flock cameras. Chief Wheeler stated he is awaiting a return call from Flock regarding a camera located outside of the jurisdiction. He will keep the Board apprised of the situation.
SEWER: Trustee Bons updated the Board regarding the sewer plant retrofit. Orders have been placed for the necessary parts and work will begin in July. No exact date has been set but once it begins, the work should take at least a week.
Trustee Bons stated that there is an issue with the Diamond Apartments by the School. The sewer lines running from those apartments have been blocked five times this year already. The lines are constantly clogged with grease and baby wipes and the Village has incurred increasing costs for jetting the lines, several times paying after-hours rates. The Village has tried to educate the owners of the complex as well as placed door hangers on each apartment and a notice in the April 2025 newsletter. The Sewer committee recommended that should this happen again, the residents and businesses utilizing those lines should be responsible for paying the cost incurred to repair the line. The Committee also recommended requiring grease traps to be installed in all businesses and housing units. The apartment complex is the worst offender, but not the only offender therefore something should be done that applies to everyone. A discussion followed regarding the Ordinance that applies to grease traps and Attorney Jankowicz will look into amending the Ordinance.

PUBLIC WORKS: Nothing
VILLAGE ATTORNEY: Attorney Jankowicz ensured that each Trustee received the email from his office regarding the upcoming special Board meeting. He stated that while researching the zones and requirements for the Crown, Cork and Seal property and also in doing research for resident, Joe Fromm, he discovered that the zoning map his office utilizes is out of date.
Trustee Bons made a motion to permit the Village engineer to send Attorney Jankowicz a current zoning map both printed and digital, seconded by Trustee Netherton.
Roll Call Vote: Yes- Trustees Davis, Eskew, Fisher, Bons and Netherton. No-none. Motion carried.
Attorney Jankowicz updated the Board regarding the Simpson property. Some work has been done on the weeds and yard waste but there is still a lot to be completed. He suggested that the Village could create a committee to clean the property and then place a lien upon it. It was determined that Chief Wheeler will keep a watch on the property and it was mentioned that the “uninhabitable property” sign had been removed but should be replaced. Hopefully, work will continue to be done on that property, with no further necessary legal action.
Attorney Jankowicz reminded the Board of the special meeting next Monday after the zoning board meeting. The zoning board will meet at 5:30 PM and the Village board meeting should begin around 6 PM. The purpose of the meeting will be to discuss rezoning the property and also to allow the special use.
Chief Wheeler mentioned that if the committee selects a candidate from the interviews, that name will be presented to the board during that meeting also.
Attorney Jankowicz explained that he has created a donation receipt letter that can be used for the Corn Festival and other donations. He stated that he would donate the time that he took in preparing the document.

A motion to adjourn was made by Trustee Netherton, seconded by Trustee Davis.
The meeting adjourned at 6:11 PM.
