City of Clinton City Council met July 15.

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, June 17, 2025 at 7:00 p.m.
Motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve of Commissioner Edmunds to join the council meeting electronically via zoom. On roll call vote, Commissioners Buchanan, Wise, Ballenger and Mayor Michelassi voted “Yes.”
Mayor Helen Michelassi, presiding. On roll call, Commissioners Wise, Ballenger, Edmunds and Buchanan were present.
PUBLIC PARTICIPATION
None.
Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger that the minutes of the regular meeting of July 1, 2025 be approved as submitted. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Michelassi voted “Yes.”
The bills and payroll were read.
Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Michelassi voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS Mayor Michelassi reported she has had several community members reach out regarding volunteer opportunities, and a few have gathered. The Welcome to Clinton signs will be freshened up seasonally with hopes to have them done or started in August ahead of Apple & Pork. The 4-H group has reached out offering help as well.
REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS
Commissioner Buchanan reported the S. Jackson Street project is moving along as planned. He also reminded residents of the City-Wide Cleanup through August 8th with vouchers available at City Hall.
REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY
Commissioner Wise reported there has been a few minor leaks. The crew has been filling holes from prior leaks. Wise thought the Fourth of July went well, thanked Commissioner Ballenger and the guys.
REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY
Commissioner Ballenger reported the Fourth of July went well, thanked Tony and the Fire Department. Commissioner Ballenger mentioned the volunteers fixing the stones at the cemetery in the War Memorial.
REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES
Commissioner Edmunds had no report.
OLD BUSINESS
Written motion made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve the holiday lighting electrical installation with Sessions Electric in the amount of $12,506.55. On roll call vote, Commissioners Edmunds, Buchanan, Wise and Mayor Michelassi voted “Yes.”
Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger to approve the Light Duty Policy. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds and Mayor Michelassi voted “Yes.”
Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to approve the OPEB Engagement letter with Lauterbach & Amen LLP. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Michelassi voted “Yes.”
Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to approve the MFT Summer Maintenance bid with Evergreen Roadworks, LLC in the amount of $115,410.00. On roll call vote Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Michelassi voted “Yes.”

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Michelassi voted “Yes.”
