Village of Warrensburg Village Board met July. 21.
Here are the minutes provided by the board:
CALL TO ORDER: Mayor Hackl called the meeting to order at the Warrensburg Village Hall on Monday, July 21, 2025 at 5:30 p.m., reminding everyone the meeting was being recorded.
THE PLEDGE OF ALLEGIANCE was recited.
ROLL CALL: Present: Mayor Hackl, Trustees Fisher, Bons, Davis, Eskew and Netherton. Also present were Attorney Jankowicz, Chief Wheeler, DPW Allen and VAC Booth.
MAYOR’S COMMENTS: Mayor Hackl mentioned that the Corn Festival was a success despite the rainy weather and thanked everyone involved in the planning and implementation of another great festival.
PUBLIC COMMENTS: none
NEW BUSINESS: Dave Mizer presented the Humana insurance rate increase that will take effect on September 1, 2025. He explained that he requested and received a slight relief from the proposed increase so it was only raised by a few dollars.
ENGINEER: Acceptance and approval of award for the 2025 MFT Maintenance Program. The bid came in well under budget and will cover sealing cracks and sidewalk work and will be completed by the end of August.
Trustee Bons made a motion to accept the bid for $65,950. for the 2025 MFT program, seconded by Trustee Davis.
Roll Call Vote: Yes – Trustees Eskew, Netherton, Davis, Fisher and Bons. No – None. Motion carried.
REVIEW/APPROVAL OF MINUTES: A motion was made by Trustee Fisher, seconded by Trustee Eskew to approve the minutes of the June 23, 2025 regular meeting. Motion carried.
A motion was made by Trustee Bons, seconded by Trustee Eskew to approve the minutes of the July 7, 2025 regular meeting. Motion carried.
VILLAGE ADMINISTRATIVE CLERK: Trustee Bons moved and Trustee Eskew seconded to approve the balance sheet, pay the bills and make the appropriate transfers for July 21, 2025.
VAC Booth explained that there were several Corn Festival invoices to be paid along with the usual bills.
Roll Call Vote: Yes – Trustees Netherton, Fisher, Bons, Eskew and Davis.
No – none. Motion carried.
FINANCE: Trustee Eskew discussed that the finance committee approved the IRA contributions for all full-time employees to be 5% of each annual salary. Trustee Eskew made a motion to approve the payment of the IRA contributions at 5%, seconded by Trustee Netherton.
Roll Call Vote: Yes – Trustees Fisher, Bons, Eskew, Davis and Netherton. No-none. Motion carried.
Trustee Eskew also discussed credit card processing fees. The committee approved the use of Illinois E-Pay; utilized by many municipalities in order to remove the burden of collecting the fees by the Village.
Trustee Eskew made a motion to approve the use of E-Pay for processing credit cards, seconded by Trustee Netherton.
Roll Call Vote: Yes – Trustees Eskew, Davis, Fisher, Bons, and Netherton. No-none. Motion carried.
BUILDING: Trustee Netherton updated the Board on the Warrensburg signs. All ten spots have been filled for the advertising. The funds from advertising will be utilized for the maintenance of the sign.
Trustee Netherton also informed the Board that he has the signed easement agreement from the Warrensburg Sportsman’s Club to place the sign on their property.
POLICE: Nothing
SEWER: Trustee Bons updated the board on the lift station work. All preliminary work has been done and we are just waiting for the big work to begin.
STREETS: Nothing
WATER: Nothing
PUBLIC WORKS: Nothing
VILLAGE ATTORNEY: Attorney Jankowicz discussed the Appropriation Ordinance. He explained that since Trustee Eskew is new to her position, he created the Ordinance utilizing the usual guidelines for FY 2025-2026. There was some discussion regarding how the numbers were attained with the grand total equaling $2,074,872.
Trustee Fisher made a motion to adopt the Appropriation Ordinance 816 for the FY 2025-2026, seconded by Trustee Davis.
Roll Call Vote: Yes – Trustees Fisher, Eskew, Bons, Davis and Netherton. No-none. Motion carried.
OTHER AND/OR OLD BUSINESS:
There was a discussion regarding the closed session minutes and it was decided that it will be on the next agenda.
Attorney Jankowicz discussed that he has been working on Ordinance 817, regarding burn notices. He also stated that he is still working on an ordinance for grease traps.
A motion to adjourn was made by Trustee Bons, seconded by Trustee Eskew.
The meeting adjourned at 6:33 PM.
The next regular meeting will be on Monday, August 4, 2025 @ 5:30 PM.
