Village of Warrensburg Village Board met Sept. 15.
Here are the minutes provided by the board:
CALL TO ORDER: Mayor Hackl called the meeting to order at the Warrensburg Village Hall on Monday, September 15, 2025 at 5:30 p.m., reminding everyone the meeting was being recorded.
THE PLEDGE OF ALLEGIANCE was recited.
ROLL CALL: Present Mayor Hackl, Trustees Fisher, Bons, Eskew and Netherton. Also present were Attorney Jankowicz, Chief Wheeler, Kenny Crosier, VAC Keppler.
MAYOR’S COMMENTS: Mayor Hackl spoke about the Decatur Computers invoice, and was inquiring on the two big purchases, he requested that this be moved to the next meeting and discussed further.
PUBLIC COMMENTS: An inquiry about the 2% water increase, and 4% sewer increase was discussed.
NEW BUSINESS: A motion was made by Trustee Bons, seconded by Trustee Davis to amend the September 2, 2025 minutes regarding the Railroad Crossing Safety Donation Proclamation.
Roll Call Vote: Yes- Trustee Eskew, Trustee Netherton, Trustee Fisher, Trustee Davis, Trustee Bons.
Motion carried.
ENGINEER: Stephanie Brown spoke about the Rail Road crossings.
REVIEW/APPROVAL OF MINUTES: A motion was made by Trustee Netherton, seconded by Trustee Fisher to approve the minutes of the September 2, 2025 regular meeting. Motion carried. A motion was made by Trustee Netherton, seconded by Trustee Eskew to approve the closed session minutes of September 2, 2025.
Roll Call Vote: Yes- Trustee Bons, Trustee Fisher, Trustee Davis, Trustee Eskew, Trustee Netherton. Motion carried.
VILLAGE ADMINISTRATIVE CLERK: A motion was made by Trustee Eskew and seconded by Trustee Fisher to pay the bills, make the transfers and pay the balance sheet. VAC Keppler discussed the Direct Energy bill, and how Direct Energy states that the bill was last updated September 2024, and that we had only been paying the current amount.
Roll Call Vote Yes – Trustee Netherton, Trustee Fisher, Trustee Bons, Trustee Eskew, Trustee Davis. No- none. Motion carried.
FINANCE: Discussion about the PLAWA policy that went into effect January 2024. A Motion was made by Trustee Eskew, seconded by Trustee Bons to go into a closed session at the end of the open meeting to discuss the appointment, employment, compensation, discipline, performance or dismissal of an employee pursuant to 5ILCS 120/2 (c)(1).
Roll Call Vote: Yes – Trustee Netherton, Trustee Fisher, Trustee Davis, Trustee Bons, Trustee Eksew. Motion carried.
BUILDING: Trustee Netherton discussed the status of the signs, asked Attorney Jankowicz if he could assist with looking into the sign situation. Trustee Netherton discussed just paying the $100 to keep moving forward with the progress of the signs.
POLICE: Officer Wheeler discussed a few quotes on the Bar code scanner and CDS is the cheapest and will pair with the Tyler system. Motion made by Trustee Fisher, seconded by Trustee Eskew to accept the management systems equipment to not exceed $2500. Roll Call Vote: Yes - Trustee Netherton, Trustee Davis, Trustee Fisher, Trustee Bons, Trustee Eskew. Motion carried
Chief Wheeler: Nothing
SEWER: Trustee Bons spoke about the sewer repairs, stated that the upgrade was complete. It was discussed that he only major changes was not being able to shut off the flow, had to bring in help with that situation.
STREETS: Nothing
WATER: Trustee Davis spoke about the 2% water increase, and the 4% sewer increase that will be happening before the next water bills go out.
PUBLIC WORKS: Nothing
VILLAGE ATTORNEY: Nothing
OTHER AND/OR OLD BUSINESS: Nothing
The Board went into closed session at 06:18 PM.
The Board returned to open session at 07:05 p.m.
Trustee Bons made a motion for the meeting to adjourn and Trustee Eskew seconded that.
The meeting adjourned at 7:08 PM
The next regular meeting will be on Monday, October 6, 2025 @ 5:30 PM.
