City of Clinton City Council met October 1. 

Here is the minutes as provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Monday, October 1, 2018 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Wise and Ballenger were present. Commissioners Edmunds and Crang were absent.


Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise that the minutes of the regular meeting of September 17, 2018 be approved as submitted. On roll call vote, Commissioners Wise, Ballenger and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Ballenger, Wise and Mayor Cyrulik voted “Yes”.

Report from the Department of Public Affairs

Mayor Cyrulik reported it was a busy weekend with the Apple-n-Pork Festival and everything went well with the big crowds there were no problems reported. The Mayor read the DeWitt County Home & Community Education Proclamation.

Report from the Department of Streets & Public Improvements

Commissioner Crang was absent.

Public Works Director, Steve Lobb reported there will be some street closures the month of October on E. Washington St. for the Haunted House every weekend in the evenings and this Friday, October 5th on W. Main St. from S. Quincy is the Homecoming Parade.

Report from the Department of Public Property

Commissioner Wise reported that the Water Meter that records raw water coming into the Water Plant for accurate records for the EPA has broken down and is asking the Council for permission to purchase this on a rush order. The cost for the Water Meter will be $3,350.00. Commissioner Ballenger made the motion and Mayor Cyrulik seconded it. On roll call vote, Commissioners Wise, Ballenger and Mayor Cyrulik voted “Yes”. He also reported that when the new well was put in many years ago when the company tapped the main for the new line lost the coupon and they knew it happened and they told the City of Clinton if anything ever happens they will fix it and it has now broken loose and causing problems so it needs to be fixed now before it causes any more problems. City Attorney Steve Myers is looking over the paperwork to proceed. All the water towers will be filled before this work takes place. He reported that the water meter replacement program is about 75% done at this time and he also wanted to thank everyone for their work at the Apple-n-Pork Festival.

Report from the Department of Public Health & Safety

Commissioner Ballenger reported the Fire Dept. only had 3 calls at the Apple-n-Pork Festival so everything went well.

Police Chief Ben Lowers appreciated everyone’s work at the Apple-n-Pork Festival reporting over 106,000 people attended over the 2 days.

Report from the Department of Accounts & Finances

Commissioner Edmunds was absent.

Unfinished Business

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve the Bid for the Cemetery Office Roof from K & K Construction & Concrete in the amount of $4,000.00. On roll call vote, Commissioners Wise, Ballenger and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve the Bid for the Cemetery Garage Roof from Wilson-Schleder Construction Inc. in the amount of $5,040.00. On roll call vote, Commissioners Ballenger, Wise and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger to approve the Demolition Bid for the former Street Dept. Property (S. Center St. Limits) from ZK Excavating in the amount of $13,450.00. On roll call vote, Commissioners Wise, Ballenger and Mayor Cyrulik voted “Yes”.

New Business

On File – Clean Up Bids/1009 E. Main St. – JF Hauling - $2,350.00 and J & S Roofing – $1,480.00

On File – Downtown Sidewalk Repair Project 2018 Bids – TKS Concrete Specialist Inc. - $19,350.00, Quality Concrete and More Co. - $22,777.50 and K & K Construction - $21,427.50

Adjournment

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Wise to adjourn the meeting. On roll call vote, Commissioners Ballenger, Wise and Mayor Cyrulik voted “Yes”.
