City of Maroa City Council met April 22.

Here is the minutes provided by the council:

Meeting called to order by Clerk Edwards at 6:01 pm. Roll call taken by Clerk Edwards. Alderwoman Estep and Bogle, Alderman Kissinger, Edwards and Wilkey, Administrator Ted Agee and Mayor Meador are present. Clerk Edwards and Treasurer Modro-Peters are present. Alderman Peart is absent.

New Business 

Alderman Edwards makes a motion to move to Public Hearing at 6:02 pm, seconded by Alderman Wilkey. All council members present vote aye, motion passed.

Ted Agee, Administrator discussed the new TIF agreement with Richard Young and the land swap with Richard Young and sell of land to Central Paving, Inc.

Mayor Meador discusses having Central Paving coming to town and the positives of the move. The ground will help the City to connect to the new sewer plant, there is just one small area that would need to be purchased. The rock piles intown will be moved to that location and the township is also go move their rock pile to that location as well.

Ted Agee, Administrator states that the initial TIF agreement has been restructured. He would get $140,000 with that agreement. The $140,000 has not been paid but the $6,000 per completed home has been paid. The new agreement will have the City pay $70,000 soon and in one year the city will pay the remaining $70,000. All of Mr. Young's receipts have been submitted and he has met his requirement for the TIF agreement. Central Paving is also a part of the new agreement.

Adjourn 

Mayor Meador asks if there is a motion to adjourn the Public Hearing, Alderwoman Bogle makes a motion to adjourn at 6:15 pm, seconded by Alderman Edwards. All council members present yote aye, motion carried. Meeting adjourned at 6:15 pm.

Alderman Wilkey makes a motion to recess until 6:30 pm when time to start regular meeting, seconded by Alderwoman Estep. All council member present vote aye, motion passed.

Regular Meeting 

Meeting called to order by Clerk Edwards at 6:29 pm. Roll call taken by Clerk Edwards. Alderwoman Estep and Bogle, Alderman Kissinger, Edwards and Wilkey, Administrator Ted Agee and Mayor Meador are present. Clerk Edwards and Treasurer Modro-Peters are present. Alderman Peart is absent.

Clerk Edwards leads the meeting in the Pledge of Allegiance. Previous Meeting Minutes Clerk Edwards presents the ineeting minutes to the council. Mayor Meador asks if everyone had a chance to look at the minutes. Alderman Edwards makes a motion to accept the March 25, 2019 meeting minutes, seconded by Alderman Wilkey. All council members present vote aye, motion carried. Alderman Wilkey makes a motion to accept the closed meeting minutes for March 25, 2019, seconded by Alderman Edwards. All council members present vote aye, motion passed.

Police Report 

Chief Gaddy is present. Chief Gaddy presents his monthly report to the council. Chief Gaddy states that he is going to start on inoperable vehicles and unsafe residence. Alderman Edwards asks how long we are going to give Mr. Toinbaugh to start cleaning up his property. Discussion regarding when the notices will be sent out. Council give consent to Chief Gaddy to send out notices and get the cleaning up started. Fire was in January and nothing has been done since that time.

Attorney Report 

Attorney Jankowicz is present. Attorney Jankowicz discusses the work he did on the agreement for Young and Central Paving, Inc. and the budget. Attorney Jankowicz is still working to try and get information to get the trailer park cleaned up. Attorney Jankowicz discussed the costs that could be incurred and options that the City would have to get the trailers out of the park. There was also discussion on the time frame,

Discussion regarding transition to International Building Code. Mayor Meador asks if there should be some research into what we will adopt. Mayor Meador would like to discuss the pros and cons of moving to the IBC. Superintendent Hoffman states that BOCA no longer exists so we do not have a code at this time and most contractors use IBC, Mayor Meador would like research as to other options. Attorney Jankowicz states that the research may be done and at the next meeting. Clerk Edwards states that since our next meeting is early, Attorney may not be here so June meeting would be better. Consent for June meeting was given for the information to be presented.

Engineer's Report 

Ron Legner, Engineer is not present,

Administrator Report 

Ted Agee, Administrator is present, and he presents and discusses his report.

Zoning/Public Works 

Mike Hoffinan, Superintendent, is present. Superintendent Hoffman has nothing further.

Old Business

New Business 

Clerk Edwards discusses the IML guidelines for summer help and things we need to follow. We need to make sure that if they are 16 or younger, they are not to drive motor vehicles on the roadway. Mayor Meador states that we are accepting applications right now and will interview the week of the 13th so that a decision may be brought to the council in the May meeting. Mayor Meador asks Superintendent Hoffman about how many he will need and when they will start. Superintendent Hoffman states that if he hires any it will be only one and they will start in probably the first week of June. Mayor Meador states that this year they would not necessarily need to work 40 hours a week as they have in the past. If we get them 25 hours a week that would be good. If during the week of the festival they are needed 40 hours a week that would be okay. Mayor Meador states that we do not need two people working 40 hours a week like last year. If two are hired, then have them work 20 hours a week each.

Treasurer Modro-Peters discussed the Electronics recycling. BLH will do the recycling. It will be free for Maroa resident's, Mayor Meador says and the township, Clerk Edwards states that the residents of Maroa tax dollars are paying for the recycling and the township does not pay taxes in Maroa. Discussion regarding the price of the recycling, Treasurer Modro-Peters states that we have no idea how much it will cost until it is done as we do not know how many will show up. Mayor Meador asks for council consent to go to the Township meeting and ask for monies to go towards the recycling. Alderwoman Bogle makes a motion to go to the township to request $300 for electronics recycling, if denied then will not include township in the free electronics recycling, seconded by Alderwoman Estep. All council members present vote aye, motion passed.

Ted Agee, Administrator discussed the TIF agreement for American Street Dreams. Alderman Edwards asks why Mr. Ries is not here, Mayor Meador states that Mr. Ries is in Chicago and not in town and that is why he is not here asking for himself. All receipts have been paid and submitted. Alderman Wilkey makes a motion to accept Ordinance 2019/04/22-1, seconded by Alderwoman Bogle. All council members present vote aye, motion passed.

Ted Agee, Administrator states that the second part is his request for the TIF monies to be disbursed. Alderwoman Bogle makes a motion to disburse TIF fund of $7,876 to American Street Dreams, seconded by Alderman Wilkey. All council members present vote aye, motion passed.

Ted Agee, Administrator discussed the Budget, Appropriation Ordinance was discussed. Alderman Wilkey makes a motion to accept Ordinance 2019/04/22-2, seconded by Alderwoman Bogle. All council members present vote aye, motion passed. Alderman Wilkey states need to talk about how the park playground equipment will be paid for, Ted Agee, Admin. states that it will be paid from the residual of current fiscal year gaming revenue and next fiscal year EON payment and gaming revenues.

Ted Agee, Administrator discussed the Real Estate exchange agreement as presented in the Public Hearing. Alderwoman Bogle makes a motion to accept Ordinance 2019/04/22-3, seconded by Alderman Kissinger. All council members present vote aye, motion passed.

Ted Agee, Administrator discussed payment to Chastain for engineering services for the parcel division. Alderwoman Bogle makes a motion to approve payment from TIF fund for Engineering costs to Chastain for parcel division in the amount of $4,000, seconded by Alderwoman Estep. Alderwoman Estep, Bogle, Alderman Kissinger and Edwards vote aye, Alderman Wilkey votes nay, motion passed.

Ted Agee, Admin, discusses the Simplified Municipal Telecommunications Tax Reciprocal Agreement and Authorized person list. Alderwoman Bogle makes a motion to accept Ordinance 2019/04/22-4 with Clerk Edwards, Treasurer Modro-Peters, Mayor Meador and Administrator Agee as Authorized persons, seconded by Alderman Wilkey. All council member present vote aye, motion passed.

Ted Agee, Administrator discusses the façade request from Jalisco, Alderman Wilkey makes a motion to accept Ordinance 2019/04/22-5 for $2,379 and payable after sign is up and paid receipt submitted, seconded by Alderman Kissinger. All council members present vote aye, motion passed.

Citizen Comments

Committee reports Alderman Wilkey states that there will be a meeting to discuss the July 4th festival most likely next week. Clerk Edwards asked if there were any volunteers and Alderman Wilkey states that there are not any 100% committed right now.

Bills Clerk Edwards presents the bills to the council. Mayor Meador asks if everyone has looked at the bills. Discussion as to purchasing more of the spray for mosquitos, council gave consent to Superintendent Hoffman to order enough for next year as well. Alderman Wilkey makes a motion to pay the bills with the additions, seconded by Alderwoman Estep. All council members present vote aye, motion carried.

Closed Session

Adjourn 

Mayor Meador asks if there is a motion to adjourn, Alderwoman Bogle makes a motion to adjourn at 7:44 pm, seconded by Alderman Estep. All council members present vote aye, motion carried.
