City of Sullivan City Council met July 8.

Here is the minutes provided by the council:

1. The City Council of the City of Sullivan, Illinois, met in regular session on Monday, July 8, 2019, at 7: 00 p.m. at the Elizabeth Titus Memorial Library, 2 West Water Street, Sullivan. The meeting was called to order by Mayor Glazebrook. A roll call was taken.

2. Mayor Glazebrook asked if there were any comments from the public in attendance. Nancy Barker commented that she would like to remind the council of the flooding situation and road conditions in the Eastview area. There was another citizen that complimented the bridges at Tabor Park, stating they are beautiful. Brad Graven commented that the town looked great for the 4` h of July.

3. Becky Ogle, a member of the SPARK Parks and Recreation Committee, gave a presentation on the proposed Splash Pad in.Wyman Park. She provided information about water usage, the flow through system and pictures of the splash pad. The proposed location of the pad is North East of the Lincoln Memorial. The committee is currently working on a silent action and has been in contact with large businesses to raise funds for the $ 300, 000 budget. The splash pad will be targeted for children ages 12 and under and will also be handicapped accessible. Mrs. Ogle explained that there would be very little maintenance to the pad and emphasized the benefit it would be for the Park Rec program.

4. Sonya Best gave a presentation on behalf SPARK Committee on the proposed Amphitheater in Tabor Park. She explained that they would like to create an area for the community bands to perform with seating. Their plan is to build a stage with a permanent back drop, a projector booth with a storage area and three rows of seating set in concrete. Currently they don' t have a budget and are checking into grants to fund the project.

5. Mayor Glazebrook read the items on the consent agenda:

Approval of minutes ofthe public hearing and the previous regular meeting held June 24, 2019

Approval of claims except those in the TIF IV funds

Approval of 2020 Regular Council Meeting Schedule

Pass Ordinance 19- 10— Authorizing the Disposal of Personal Property owned by the City of Sullivan

A motion was made by Commissioner Woodworth and seconded by Commissioner Sherwood that the consent agenda be approved as presented. Upon a roll call being taken, the results were as follows:

Commissioner Chuck Woodworth yea

Commissioner Peggy Hargis yea

Mayor Richard Glazebrook yea

and the motion was declared carried by omnibus vote.

6. A motion was made by Commissioner Hargis and seconded by Commissioner Sherwood to approve the claims for TIF IV. Upon a roll call being taken, the results were as follows:

Commissioner Chuck Woodworth yea

Commissioner Peggy Hargis yea.

And the motion was declared carried.

7. Commissioner Sherwood thanked employees for the park looking nice on the Fourth of July. She reported that a majority of the pool deck, the baby pool, bathrooms and showers were resurfaced at the Civic Center this past week.

8. Commissioner Fowler stated he had no report.

9. Commissioner Woodworth reported that a new water line was installed between South Patterson Road and Route 32. He explained that the installation of new water meters has currently been put on hold due to some connectivity issues and will resume once the issue is resolved. The Sewer Department has been working on jetting sewer lines, replaced a broken valve on a hydrant, replaced a service line valve and replaced blower pump on the sludge truck. Adjustments are still being made at the wafer plant to correct the water taste and odor issues. Commissioner Woodworth thanked the Street Department for helping the Sewer Department last week.

10. Commissioner Hargis reported that the Street Department has fixed a sink hole, build new barricades for the Forth, picked up brush from recent storms, patched pot holes and have been utilizing the new street sweeper

11. A motion was made by Commissioner Hargis and seconded by Commissioner Sherwood to waive the reading and adopt Ordinance 19- 13 - Amending Schedule " H", handicapped parking zones to section 24- 6- 5( E). Commissioner Hargis explained that this was adding a handicapped parking space at the east side of the senior center and removing a handicapped space that no longer exists. Upon a roll call being taken, the results were as follows:

And the motion was declared carried.

12. Mayor Glazebrook reminded those in attendance that the town wide cleanup will begin this weekend for the north side of town and the following weekend for the south side. He also reminded everyone that the Titus property auction will take place July 13th at the American Legion. Mayor Glazebrook informed the public that the proposed Appropriation Ordinance that was going to be discussed could be found on the City' s website. He announced that there will be a town meeting on the Titus property on July 22° d at the 1225 Building located at 1225 S. Hamilton. Mayor Glazebrook thanked all of the employees for the city looking good for the Fourth of July.

13. A motion was made by Commissioner Hargis and seconded by Commissioner Woodworth to hire outside legal counsel to represent the City' s interest as sole beneficiary in Moultrie County Circuit Court cause 16- CH- 8, The First Nation Bank of Decatur, Illinois ( formerly the National Bank of Deatur, Decatur, Illinois), Trustee under the Last Will and Testament of Winifred Titus Sentel, deceased, Petitioner VS George Titus, et al, Defendants. I futher move that said attorney( s) be directed to pursue authorization from the Circuit Court for the Trustee to make an in-kind transfer of all Trust real estate properties to the City or in the alternative to seek authorization for the Trustee' s private sale of all such real properties to the City of Sullivan in accordance with the terms of the Last Will and Testament of Winifred Titus Sentel. There was then discussion amongst. the council members. A motion was then made by Commissioner Fowler and seconded by Commissioner Sherwood to table this issue to the August 12, 2019 meeting. Upon a roll call being taken, the results were as. follows:.

14. A motion was made by Mayor Glazebrook and seconded by Commissioner Woodworth to waive the reading and adopt Ordinance 19- 11 — An Ordinance Amending Chapter 21 — Liquor to impose a 6 month moratorium on issuance of liquor licenses pending study on video gaming regulations. Upon a roll call being taken, the results were as follows:

And the motion was declared carried

15. Ordinance 19- 12— An Ordinance Making Appropriations for the City of Sullivan, Moultrie County, Illinois for the Fiscal Year Commencing May 1, 2019 and Ending April 30, 2020, was presented for the first reading. Treasurer Sarah Golden read the proposed appropriations for each department and explained that this is the City' s legal limit for spending for the fiscal year. Mayor' Glazebrook explained that the appropriations exceed the w6rkin9 budget to cover any unforeseen expenses that may arise throughout the year. Treasurer Golden notified the public that the Ordinance will be available for public viewing at the City Building.

16. A motion was made by Commissioner Hargis and seconded by Commissioner Woodworth that the meeting be adjourned. Upon roll call being taken, the results were as follows:
