City of Sullivan City Council met July 22.

1 The City Council of the City of Sullivan, Illinois, met in regular session on Monday, July 22, 2019, at 7 00 p.m. at the Building 1225, 1225 S Harrison Street, Sullivan. The meeting was called to order by Mayor Glazebrook. A roll call was taken.

2. Mayor Glazebrook called the public hearing for Appropriation Ordinance 19- 12 - An Ordinance Making Appropriations for the City of Sullivan, Moultrie County, Illinois for the Fiscal Year Commencing May 1, 2019 and ending April 30, 2020 to order Treasurer Sarah Golden presented the final reading of the Appropriation Ordinance Mayor Glazebrook asked if any members of the public would like to make comments. There was a question regarding the 24% increase allocated over last year' s budget and how much of the increase was allocated for the Titus Home. Treasurer Golden explained that there is 14 million in the appropriation ordinance to potentially cover any future acquisition by the City Mayor Glazebrook asked if'any members ofthe council would like to comment, having none the public hearing was adjourned.
3. Mayor Glazebrook asked if there were any comments from the public in attendance. A citizen thanked the council for having the meeting and allowing everyone to voice their opinion on the Titus Home.
4 Mayor Glazebrook read the items on the consent agenda:
Approval of minutes of the previous regular meeting held July 8, 2019 Approval of claims except those in the TIF IV funds Approval of the Treasurer' s Reportfor June 2019 Appoint Jennifer Love to the Library Board
A motion was made by Commissioner Hargis and seconded by Commissioner Sherwood that the consent agenda be approved as presented. Upon a roll call being taken, the results were as follows.

and the motion was declared carried by omnibus vote.
5 A motion was made by Commissioner Woodworth and seconded by Commissioner Sherwood to approve the claims for TIF IV Upon a roll call being taken, the results were as follows

And the motion was declared carried.
6 Commissioner Sherwood spoke about the American Legion' s 100 year celebration and their walk ofhonor that gives recognition to those that have served in the military She also thanked the organization for everything they do for the community The park department is currently working on repairing the bathrooms in Tabor Park, they were recently vandalized and will be reopened as soon as the work is completed.
7 Commissioner Fowler reported that he met with engineers from BHMG regarding electrical upgrades for an industrial park and the above ground fuel tank removal project. He also met with the Vice President and engineers from Hydro- Gear and attended IMEA orientation in Springfield. While at the orientation he learned of an energy efficiency program they offer that could be beneficial to residents. A meeting was held with the Electric Linemen where they discussed safety, man power and the use of contractors. Discussions have also taken place with the trailer park regarding new electrical service that is being installed.
8. Commissioner Woodworth checked into prices for a customer wishing to extend a sewer main to obtain service and has also check into prices to extend water line to prevent a dead end line. He has learned that Illinois Rural Development has obligated 100% of its funds and will be checking into the issue to find out if it effects the water
plant project.
9 Commissioner Hargis commended the street department on their work, they have been coming in early sweeping streets, striping and putting in arrows around the square to assist with the direction of traffic
10 Mayor Glazebrook reported that the town wide clean up has been completed, met with developers on ideas for the community and attended the Titus auction. He also mentioned the Chamber luncheon being held on July

11. Ordinance 19- 12— An Ordinance Making Appropriations for the City of Sullivan, Moultrie County, Illinois for the Fiscal Year Commencing May 1, 2019 and ending April 30, 2020 was presented for passage. A motion was made by Commissioner Sherwood and seconded by Commissioner Hargis to pass the ordinance and the reading was waived. Upon roll call being taken, the results were as follows

12. One bid was received for the sale of a 1992 LC 188 John Deere mower The bid was received as follows

A motion was made by Commissioner Hargis and seconded by Commissioner Woodworth to accept the bid of$ 75 00 by Rod Bricker for the 1992 LC 188 John Deere mower Upon a roll call being taken, the results were as follows

13 Eighteen people participated in the public comment regarding the Titus Home and farm ground. Fourteen of those presented their view of how the Titus properties should be handled by the City, three asked questions regarding the acquisition and one made a statement to the council.
14 A motion was made by Commissioner Sherwood and seconded by Commissioner Hargis that the meeting be adjourned. Upon roll call being taken, the results were as follows-
