City of Clinton City Council met Sept. 3.

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Tuesday, September 3, 2019 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Wise, Ballenger, Edmunds and Buchanan were present.
Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger that the minutes of the regular meeting of August 19, 2019 be approved as submitted. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.
The bills and payroll were read.
Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS
Mayor Cyrulik read the National Suicide Prevention Awareness Month Proclamation.
REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS
Commissioner Buchanan reported the Ordinance Amending Chapter 3 of Title 4 – Brush, Shrubbery and Grass is going to be “Tabled” and he put On File the Intergovernmental Cooperation Agreement between the City of Clinton and the City of Maroa for the Purchase of the 2008 Giant Vac for $5,000.00.

Commissioner Wise thanked City Attorney, Steve Myers for introducing the entertainment at the Summer Concert they were very good and he also thanked the Youth Initiative for doing a good job.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES
Commissioner Edmunds had no report.
UNFINISHED BUSINESS
Written motion was made by Mayor Cyrulik and seconded by Commissioner Ballenger to approve the following applications for exemption to the Peddlers, Itinerant Merchants and Solicitors Ordinance for the Apple-n-Pork Festival: Clinton Antique Mall, Clinton Area Farmers & Artisans Market, Clinton Presbyterian Church, Country Junction, DeWitt County Museum, Flower Corner/Country Church Craft Mall and Vespasian Warner Public Library District. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.
Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger to approve the Purchas of 10 Tires for Tower 3 for the Fire Dept. from Walker Tire & Exhaust in the amount of $5,500.00. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.
The Ordinance Amending Chapter 3 of Title 4 of the City Code of the City of Clinton, Illinois (Brush, Shrubbery and Grass) was “Tabled”.
Written motion was made by Commissioner Ballenger and seconded by Commissioner Edmunds to adopt Ordinance #1505, An Ordinance Amending Chapter 5 of Title 5 of the City Code of the City of Clinton, Illinois (Tobacco Products). On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.
NEW BUSINESS
On File – Purchase of an Alley Maintainer/Street Dept. – Hampton Equipment Inc. – $14,500.00
On File – Purchase of a Tractor/Street Dept. – Central Illinois Ag - $35,000.00, Birkey’s Equipment - $34,000.00, Nord Outdoor Power - $41,431.81 & AHW – $41,355.50
On File – Bids for Kelli Ct. Sidewalk Project – K & K Construction & Concrete
Written motion was made by Mayor Cyrulik and seconded by Commissioner Wise to reject the bid for the Kelli Ct. Sidewalk Project from K & K Construction & Concrete due to only receiving one bid. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.
Commissioner Buchanan put On File the Intergovernmental Cooperation Agreement between the City of Clinton and the City of Maroa for the Purchase of the 2008 Giant Vac for $5,000.00.
ADJOURNMENT
With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.
