City of Sullivan City Council met Sept. 9.

Here is the minutes provided by the council:

1 The City Council ofthe City of Sullivan, Illinois, met in regular session on Monday, September 9, 2019, at 7 00 p.m. at the Elizabeth Titus Memorial Library, 2 West Water Street, Sullivan. The meeting was called to order by Mayor Glazebrook. A roll call was taken.

2. Lee Beckman from Milano & Grunloh was present and spoke about City Projects. Rural Development funded the water plant project at 2.25% for 40 years. Mr Beckman is currently working with Commissioner Woodworth on potential modifications of the project and the possibility of completing the project in phases. He also confirmed that the DCEO grant was submitted and the ITEP grant will be submitted in December

3 Austin Hunter presented on behalf of the SPARK Park& Recreation Committee. He thanked the City for the installation of the PA system and the updates to the concession stand and bathrooms. Mid-State Tank offered to donate new doors for the bathrooms and are willing to help with the installation. Mr Hunter mentioned items the committee has been discussing and would like to see completed such as the installation of the Redskin head; covers for the lights on the field, dugout updates, and dirt work on the diamonds.

4. Mayor Glazebrook asked if there were comments from the public Gerry Wood thanked the City for the flags that were hung and commented on how nice they looked. There was a question as to when John Stephens and Laurrie Minor would be presenting. Mayor Glazebrook explained they would present at the next Council meeting.

5 Mayor Glazebrook read the items on the consent agenda.

Approval ofMinutes of the previous regular meeting held August 26, 2019 Approval of Minutes of the special meeting held August 29, 2019 Approval of claims except those in the TIF IV funds

Amend Ordinance 19- 14— Execution of Amendment to a TIF District Redevelopment Agreement, to correct Scrivener' s errors, replacing the name of John Born with Josh Born

A motion was made by Commissioner Hargis and seconded by Commissioner Sherwood that the consent agenda be approved. Upon a roll call being taken, the results were as follows

and the motion was declared carried by omnibus vote

6 A motion was made by Commissioner Sherwood and seconded by Commissioner Hargis to approve the claims for TIF IV. Upon a roll call being taken, the results were as follows-

and the motion was declared carried.

7 Commissioner Sherwood reported attending a TIF meeting to review TIF districts and learn how TIF works The park has been working on cleaning up dead trees at tabor and completing regularly scheduled maintenance. The Civic Center is currently working on accommodations for the swim team as they have reached a record number of 88 swimmers this year

8 Commissioner Fowler reported that he attended an IMEA meeting, contracted a line contractor for price comparison, and received a$ 19, 000 bid from BHMG to complete a cost of service study He met with Mayor Glazebrook and Treasurer Golden to discuss employee uniforms, the Nexgrid system, and a vehicle replacement system. Commissioner Fowler learned that the burning ofrubbish by the City is not illegal and the Illinois EPA confirmed that municipalities have the right to set their own burning regulations.

9 Commissioner Hargis reported the street department has been completing their normal tasks, working on a storm sewer issue and will start work on a drainage swell project on Chad Avenue this week. The department will also be working on

equipment repairs.

10 Mayor Glazebrook made mention of the new speed trailer the Police

Department set up on Eden Street. Chief Pistorius explained the purpose of the trailer

and how it is beneficial to the department. Mayor Glazebrook then introduced Kathleen Preissing, a Peace Corps Fellow/ AmeriCorps Volunteer Ms. Preissing will spend the next eleven months working with SPARK committees in implementing their goals. The Cemetery employees will be starting a project seeding and installing riprap on Patterson Road. There are also plans to seed and landscape the area by the new pavilion.

11. Rick Montague presented on behalf of the Sullivan Street Machine Association. Every year the Street Machine Association hosts a cruise night on the square. This year' s event brought in 94 cars. They hire a band, ask the boy scouts to fix popcorn, have inflatables and a power wheel demo derby for the kids. The restaurants around the square are busy with the attendees, which brings money into the community The group holds fundraisers throughout the year to raise money for the event but explained that it is expensive to hold the event. Mr Montague asked ifthe City would consider contributing a donation to help them with this event.

12. A motion was made by Commissioner Sherwood and seconded by Commissioner Fowler to continue the donation of$500 to the Sullivan Street Machine Association. Upon a roll call being taken, the results were as follows.

13 Commissioner Sherwood made a motion to approve a bid from Ryan Nuding for$ 402.00 for the 7' Sickle Bar The motion received a second from Commissioner Fowler Upon a roll call being taken, the results were as follows.

14 Commissioner Sherwood made a motion to approve a bid from Aaron Marshall for$ 5, 100 00 for the Vermeer BC1400 wood chipper The motion received a second from Commissioner Hargis. Upon a roll call being taken, the results were as follows

23 Mayor Glazebrook explained that there would be closed session to discuss minutes of meetings lawfully closed ( 5 ILCS 120/ 2 ( c)( 21)) A motion was made by Commissioner Fowler and seconded by Commissioner Sherwood to move into closed session at 7 43 p. m. Upon roll call being taken, the results were as follows

24 Mayor Glazebrook reconvened the meeting at 7 52 p.m.

25 Commissioner Sherwood made a motion to pass Resolution 19- T— Release ofExecutive Session Minutes. The motion was seconded by Commissioner Hargis. Upon roll call being taken, the results were as follows
