City of Clinton City Council met Oct. 7.

Here is the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Monday, October 7, 2019 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Buchanan, Ballenger and Edmunds were present. Commissioner Wise was absent.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan that the minutes of the regular meeting of September 16, 2019 be approved as submitted. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Edmunds, Buchanan, Ballenger and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATION

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported there will be some street closings coming up on Wednesday, October 10th the Square will be closed at 5:00 p.m. for the Firetruck Parade and E. Washington St. will be closed between S. East St. and N. Elizabeth St. each weekend of October and the first weekend in November at 5:00 p.m. until after 11:00 p.m. for the Haunted House.

Commissioner Wise was absent.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported the Fire Truck Parade will be Wednesday, October 10th starting at dusk from the High School coming up W. Main St. to the Square. He wanted to send his condolences to the family of Bob Primmer who was a former Fire Chief and longtime volunteer fireman.

Commissioner Ballenger asked Tim Followell to explain about the playground equipment at Downey Park and he stated it is in bad shape so it has been taped off and posted closed and will be taken down when time permits and replaced sometime in the future.

Commissioner Ballenger stated there was an article in the newspaper regarding the Fire Training Facility. He has always informed the public through the radio (WHOW) what is being done at the facility. All the doors are locked when not in use, the buildings will be painted red and there will be a fence going up around it. If the public would just realize all of this takes time to get done and it will get done. The department is lucky to have this facility right here in town so they don’t have to go out of town for training. If anyone has concerns please get a hold of Commissioner Ballenger.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds had no report.

UNFINISHED BUSINESS

Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger to approve the Contract with Quality Concrete for the Kelli Ct. Sidewalk Project in the amount of $18,934.80. On roll call vote, Commissioners Buchanan, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan to approve the Purchase of an Actuator for the Water Dept. from Industrial Process Equipment Group in the amount of $7,145.66. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.

NEW BUSINESS

On File – Purchase of a Backhoe/Sewer Dept. – Altorfer - $84,777.00

After discussion from the Council the consensus was to go ahead and vote since it will take 19 weeks to get the Backhoe. Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan to approve the Purchase of a Backhoe for the Sewer Dept. from Altorfer in the amount of $84,777.00. On roll call vote, Commissioners Edmunds, Buchanan, Ballenger and Mayor Cyrulik voted “Yes”.

On File – Purchase of a Roto-Jet Hose Washer/Fire Dept. – Circul-Air Corp. - $11,800.00 

On File – Purchase of a Firefighting Hose/Fire Dept. – Municipal Emergency Services – $3,004.00, Banner Fire Equipment Inc. – $3,385.20, Mac’s Fire & Safety Inc. - $3,390.00 and AEC - $3,564.00

On File – Purchase of a Line Locator/Water Dept. – Subsurface Solutions - $5,103.00 and Zack Electronics - $6,129.29

On File – IMLRMA – Minimum/Maximum Contribution Agreement - $223,774.65

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Edmunds to adjourn the meeting. On roll call vote, Commissioners Buchanan, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.
