City of Sullivan City Council met Sept. 23.

Here is the minutes provided by the council:

1 The City Council of the City of Sullivan, Illinois, met in regular session on Monday, September 23, 2019, at 7 00 p.m. at the Elizabeth Titus Memorial Library, 2 West Water Street, Sullivan. The meeting was called to order by Commissioner Sherwood, serving as Mayor Pro Tem. A roll call was taken.

2 John Stephens & Laurrie Minor traveled to New York in July to make a presentation on tourism for magazine travel editors from the Meredith Corporation. Only six communities in Illinois were invited to participate in the event. Their booth displayed items from tourist destinations in Moultrie County Goodie bags containing items provided by Moultrie County businesses and a takeaway were given to every editor They talked with the editor from Midwest Living who told them she would introduce them to millions of people. They will continue sending in information on travel in Moultrie County in hopes ofhaving editorials published in the magazines.

3 Commissioner Sherwood asked ifthere were comment from the public. Nancy Barker thanked the Mayor and the Street Department for oiling and chipping the roads in Eastview Subdivision. Gerald Wood spoke about completing boards ofreview for Boy Scout Troop# 39, which has two new tenderfoot ranks and one new life scout. Dave Walker said he would like to have his street fixed.

4 Commissioner Sherwood read the items on the consent agenda.

Approval of claims except those in the TIF IV funds

Approval of the Treasurer' s Report for August 2019

A motion was made by Commissioner Hargis and seconded by Commissioner Fowler that the consent agenda be approved. Upon a roll call being taken, the results were as follows

Commissioner Peggy Hargis yea 

Mayor Richard Glazebrook absent

and the motion was declared carried by omnibus vote.

5 A motion was made by Commissioner Woodworth and seconded by Commissioner Hargis to approve the claims for TIF IV Upon a roll call being taken, the results were as follows

Commissioner Abbey Sherwood yea 

Commissioner Mike Fowler abstain 

Commissioner Chuck Woodworth yea 

Commissioner Peggy Hargis yea 

Mayor Richard Glazebrook absent

and the motion was declared carried.

6 Commissioner Sherwood reported a water heater was installed for the pool at the Civic Center and they are also looking into options for resurfacing the gym floor The Park staff will be moving the fence in at the south diamond after ball season is over

7 Commissioner Fowler has the opportunity to meet Verbal Blakey, the owner of Big D The company is finishing up its list of projects with the City He met with Laurrie Minor regarding a development proposal for the property south of Sullivan and explained that Kathleen Preissing will be working on a recycling program.

8 Commissioner Woodworth explained that he was absent from the last meeting due to his attendance at the Water Pro Conference in Nashville. The City will be ordering Kamstrup meters to test their compatibility with the Nexgrid system. The water plant will be completing some repairs on a well motor and pump that went bad. A Notice of Intent to Issue a Categorical Exclusion was issued for the proposed site of the new water plant. The notice states that an environmental impact review isn't necessary due to being completed in 1989

9 Commissioner Hargis street department to attending the Midwest Paving Sealing Conference, the drainage swell project is completed, and the second round of oiling and chipping has been completed

10 A motion was made by Commissioner Hargis and seconded by Commissioner Woodworth that the Council adopt Ordinance number 19- 15 to amend Schedule " H", handicapped parking zones, of Section 24-6- 5 ( E) of the City code thereby creating a designated space on the west end of the southeast corner of South Washington and West Jefferson Streets, and by reinstating the designated space at the Northwest corner of West Jefferson and South Main Streets. Upon a roll call being taken, the results were as follows

And the motion was declared carried.

11 A motion was made by Commissioner Woodworth and seconded by Commissioner Hargis to approve the travel expenses for Mayor Glazebrook. Upon a roll call being taken, the results were as follows

Commissioner Chuck Woodworth yea

Commissioner Peggy Hargis yea 

Mayor Richard Glazebrook absent

And the motion was declared carried.

13 Commissioner Sherwood explained that there would be closed session to discuss impending litigation affecting the public body (5 ILCS 120/2 ( c)( 11)) and the purchase or lease of real property for the use of the public body ( 5 ILCS 120/ 2 ( c)( 5)) A motion was made by Commissioner Sherwood and seconded by Commissioner Hargis to move into closed session at 7 18 p. m. Upon roll call being taken, the results were as follows

Commissioner Chuck Woodworth yea

Commissioner Peggy Hargis yea

and the motion was declared carried.

14 Commissioner Sherwood reconvened the meeting at 7 58 p.m.

15 A motion was made by Commissioner Fowler and seconded by Commissioner Hargis that the meeting be adjourned. Upon roll call being taken, the results were as follows
