Moultrie County Board met Nov. 14.

The Moultrie County Board met on Thursday, November 14, 2019 in the County Board Room, Second Floor of the Moultrie County Courthouse. Chairman McCabe called the meeting to order at 7:00 p.m.

Opening Prayer by Dave McCabe.

The Pledge of Allegiance was said.

Roll Call was taken, with the following Board members present Dave McCabe, Kevin McReynolds, Neil Bryan, Mike Barringer, Arlene Aschermann, Bill Voyles, Elizabeth Houser, and Tyler Graven. Absent: Todd Maxedon

There were 17 people in attendance, which included 8 Board members and County Clerk Georgia England.

Minutes: Graven moved to approve the October 10, 2019 County Board meeting minutes. Aschermann seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Guest Speaker: Kathleen Preissing, Ameri Corps Volunteer gave an update on SCED.

Appointments by County Board Chairman: McCabe moved to appoint Glen Brunson and Dick Isaacs to the Mental Health Board (708) with terms to expire December 1, 2022. McReynolds seconded said motion, which passed by roll call vote. (8 yes, 0 no)

NEW BUSINESS:

FINANCE COMMITTEE (Chairman McCabe)

Committee met November 12, 2019.

McCabe moved to approve the Treasurer’s Report for the month of October 2019. Aschermann seconded said motion, which passed by roll call vote. (8 yes, 0 no)

McCabe moved to approve all claims as submitted. Houser seconded said motion which passed by roll call vote. (8 yes, 0 no)

McCabe moved to correct a motion from the October Budget & Finance meeting, and the October Board meeting, to take $1,320.55 from line item 505.30 Supplies, and $4,079.45 from line item 505.20 Contract for Assessments from Supervisor of Assessments office and transfer to 690.17 Computer Support in GIS Account. Aschermann seconded said motion, which passed by roll call vote. (8 yes, 0 no)

McCabe moved to amend FY2019 Budget by transferring $25,000 from reserves to Contingency fund 590.45. McReynolds seconded said motion, which passed by roll call vote. (8 yes, 0 no)

McCabe moved to reimburse Moultrie County Health Department $25,000 for TIF funds. Houser seconded said motion, which passed by roll call vote. (8 yes, 0 no)

McCabe moved to approve the Letter of Engagement between West & Company LLC and Moultrie County. Barringer seconded said motion, which passed by roll call vote. (8 yes, 0 no)

McCabe moved to approve the Resolution Concerning Use of Publicly Owned Property by the Moultrie County Dive-Rescue Department, which increased the fees collected for said services. Bryan seconded said motion, which passed by roll call vote. (8 yes, 0 no)

McCabe moved to establish FY2020 salary for Chief County Assessment Officer, Lori Barringer, at $53,045. Aschermann seconded said motion, which passed by roll call vote. (7 yes, 0 no, 1 abstention, with Mike Barringer having abstained)

McCabe moved to adopt the FY2020 Budget as presented. McReynolds seconded said motion, which passed by roll call vote. (8 yes, 1 no, with Graven having voted no)

McCabe moved to adopt FY2020 Tax Levy. Aschermann seconded said motion, which passed by roll call vote. (7 yes, 2 no, with Voyles and Graven having voted no)

LEGISLATIVE COMMITTEE (Chairman Bryan)

Committee did not meet.

Bryan moved to appoint Dennis Smith as Drainage Commission for Union Drainage District #1 by User Dora & Lovington to expire September 2022. (Appt: D-1)

McCabe stated that action on the Ordinance Prohibiting Cannabis Business Establishments is still in review and would be acted on at the December Board meeting.

BUILDING & GROUNDS COMMITTEE (Chairman Barringer) Committee did not meet. No Motions.

ROAD & BRIDGE COMMITTEE (Chairman McReynolds)

Committee met November 5, 2019. No Motions.

INSURANCE COMMITTEE (Chairman McCabe)

Committee met November 1, 2019.

McCabe moved to approve the Property/Casualty package with ICRMT for the Period December 1, 2019 through November 30, 3020. Voyles seconded said motion, which passed by roll call vote. (8 yes, 0 no)

McCabe moved to approve Workers Comp policy with ICRMT for period December 1, 2019 through November 30, 2020. Houser seconded said motion, which passed by roll call vote. (8 yes, 0 no)

McCabe moved to approve the Group Health Insurance with IPMG with increased stop loss to $35,000 for period December 1, 2019 through November 30, 2020. Aschermann seconded said motion, which passed by roll call vote. (8 yes, 0 no)

PLANNING, ZONING & LAND USE COMMITTEE (Chairman Maxedon)

Committee met November 1, 2019.

McCabe oved to approve the application by Jerry W. Rocke % Jacob Troyer to Rezone part of PIN 303-03-36-000-116, 2055 CR 1700E, Arthur from AG-1 to I-1 for Portable Building Manufacturing. Aschermann seconded said motion, which passed by roll call vote (8 yes, 0 no)

McCabe moved to approve the application by Jerry W. Rocke % Jacob Troyer for a Variance to build 15 feet from the East property line and 15 feet from the South Zoning Boundary line on PIN #03-03-36-000-116, 2055 CR 1700E, Arthur for Portable Building Manufacturing. Aschermann seconded said motion, which passed by roll call vote. (8 yes, 0 no)

McCabe moved to approve the application by Jeff and Ronda Davis for a Special Use Permit for a private landing strip on PIN #03-03-04-000-102, Lovington. Houser seconded said motion, which passed by roll call vote. (8 yes, 0 no)

PUBLIC HEALTH, SAFETY & WELFARE COMMITTEE (Chairman Aschermann)

PERSONNEL COMMITTEE (Chairman Voyles)
