City of Sullivan City Council met Dec. 9.

Here is the minutes provided by the council:

1. The City Council of the City of Sullivan, Illinois, met in regular session beginning at 7:00 p.m. at the Elizabeth Titus Memorial Library, 2 West Water Street, Sullivan. The meeting was called to order by Mayor Richard Glazebrook. A roll call was taken.

2. Lee Beckman shared that a topographic survey has been completed on the water plant. Over the next few months, Milano & Grunloh will be working with Commissioner Woodworth and the Water Department to finalize the plant layout, hydraulic profile, chemical feed setup, and other details for the new plant. The project will be funded by Rural Development and a loan has been submitted to the Illinois EPA. Milano & Grunloh will be meeting with the City in January regarding the advertising of the Jefferson Street project. Mr. Beckman explained that fifty million dollars was added to the ITEP program and applications for the grant are due next summer.

3. Mayor Glazebrook asked if there were any comments from the public. Nancy Barker asked why bidding is only waived on some equipment. May and Commissioner Woodworth explained the bidding process. Mrs. Barker then asked what property was going to be discussed in closed session. Mayor Glazebrook shared that they would be discussing the 17 acres south of town. Rick Kenny asked about a tree that was cut down on the Ryherd property and a rumor that the City isn't building a new water plant. Mayor Glazebrook responded that the tree was located in the right-of-way and was cut down by the City due to being a safety hazard. Commissioner Woodworth confirmed that a new plant will be build and is currently being engineered and designed.

Mayor Glazebrook asked that the claim for Donna Fowler be pulled from the consent agenda and the remaining claims items be voted on. A motion was made by Commissioner Woodworth and seconded by Commissioner Sherwood that the consent agenda be approved. Upon a roll call being taken, the results were as follows:

and the motion was declared carried.

5. A motion was made by Commissioner Sherwood and seconded by Commissioner Hargis to approve the TIF IV claims to include the claim for Donna Fowler. Upon a roll call being taken, the results were as follows:

and the motion was declared carried.

6. Commissioner Sherwood complimented the Christmas lights at the park and explained that they are planning to continue replacing the older displays. The Civic Center has had some recent repairs to the heating system and bleachers have been put in place to accommodate the swim team. She also commended the Chamber on their work decorating the flower pots around the square.

7. Commissioner Fowler shared that he met with the IMEA and Treasurer Sarah Golden for a better understanding of the City's power bill and how the City figures utility bills. He also reviewed the utility bills of high users within the City. Commissioner Fowler will be meeting with the IMEA on Tuesday to complete a rate study.

8. A motion was made by Commissioner Fowler and seconded by Commissioner Sherwood to waive formal bidding and accept the bid of Vermeer Midwest in the amount of $70,499.00 for the purchase of a Vactron Excavator including

the hot box option described in said bid, the request for waiver of former bid is based upon said bid reflecting credit for 100% of all monthly rental payments previously paid by the City for the use of the excavator. Kim Harris explained that the excavator is used to remove dirt around underground utilities, making digging safer and preventing damage. Upon a roll call being taken, the results were as follows:

9. Commissioner Woodworth reported that the sewer department will continue testing Asa Creek and clarified that the City is building a new water plant.

10. Commissioner Hargis thanked the residents of Corey Avenue for their patience and understanding as the Street Department continues to complete the drainage project.

11. Mayor Glazebrook shared that he has been working with the Chamber to decorate the pavilion and put up Christmas lights. He recently attended a meeting at the IMEA regarding the future of electricity. Mayor Glazebrook also clarified that the City is not buying the building next to City Hall.

12. A motion was made by Commissioner Sherwood and seconded by Commissioner Woodworth to approve Ordinance 19-18 – An Ordinance for Levy & Assessment of Taxes for the Fiscal Year Beginning May 1, 2019 and Ending April 30, 2020 for the City of Sullivan. Treasurer Sarah Golden gave the final reading of the ordinance. Upon a roll call being taken, the results were as follows:

13. A motion was made by Commissioner Sherwood and seconded by Commissioner Hargis to approve Christmas bonuses of $150.00 for each full-time employee. Upon a roll call being taken, the results were as follows:

and the motion was declared carried.

14. A motion was made by Commissioner Sherwood and seconded by Commissioner Fowler to approve the sharing of a portion of the Worker's compensation refund with full-time employees. Commissioner Sherwood explained that the City gets a refund of a certain percentage and splits it with the employees. Gerry Wood from Wood Insurance explained that if you have a lower amount of claims that what is expected a certain percentage is refunded to the insured. Dan Flannell shared that the City of Sullivan is the only remaining municipality with Cincinnati Insurance that still has this policy. He further explained that last year was the first time the refund was shared with employees. This was recommended by Cincinnati insurance to reward the employees for working safely. Upon a roll call being taken, the results were as follows:

15. A motion was made by Mayor Glazebrook and seconded by Commissioner Hargis for a six month moratorium on cannabis sales in the City of

nell explained that a moratorium is not a decision to opt out and could be lifted or extended. There was discussion about possible amendments to the employee

handbook regarding cannabis use. Upon a roll call being taken, the results were as follows:

16. Dan Flannell explained that the Council previously imposed a six month moratorium on liquor license applications due to the expansion of video gaming. He asked for a six month extension on the moratorium to allow the council more time to address video gaming. Mr. Flannell suggested a six month extension on the moratorium. A motion was made by Commissioner Abbey Sherwood and seconded by Commissioner Peggy Hargis to approve the extension of the moratorium. Upon a roll call being taken, the results were as follows:

17. A motion was made by Commissioner Abbey Sherwood and seconded by Commissioner Mike Fowler to waive formal reading and adopt Resolution 19-W, the terms of which will permanently waive all reimbursement obligations of the City of Sullivan TIF Districts I, II & III to the City Electric and Gas funds created under the terms of the City Resolution 18-K. Upon a roll call being taken, the results were as follows:

and the motion was declared carried.

18. A motion was made by Commissioner Woodworth and seconded by Commissioner Sherwood to adjourn to closed session at 7:45p.m. to discuss minutes of meetings lawfully closed (5ILCS 120/2 (c)(21) and to discuss the setting of a price for the sale of property owned by the City of Sullivan (5İLCS 120/2(c)(6)). Upon roll call being taken, the results were as follows:
