City of Sullivan City Council met Feb. 10.

Here is the minutes provided by the council:

1 The City Council of the City of Sullivan, Illinois, met in regular session on Monday, February 10, 2020, at 6. 00 p. m. at the Elizabeth Titus Memorial Library, 2 West Water Street, Sullivan. The meeting was called to order by Mayor Richard Glazebrook. A roll call was taken.

2. Lee Beckman shared that DCEO grant applications will be due in August, there is a possibility that the City could reapply for the water project. DCEO is adding an additional fifty million dollars towards public infrastructure grants and twenty-nine million towards economic development grants. Fifty million dollars has been added to the ITEP grant and applications will be due in June Progress is being made during monthly meetings being held regarding the water plant improvements. The bid opening for the Jefferson Street project will be held on Monday

3 Stephanie Helmuth presented on the upcoming 6th Annual St. Jude Dash and Bash on June 5th and 6th. Ms. Helmuth requested permission from the council for police enforcement and utilization of Wyman Park for the event. Last year the Mattoon to Peoria runners presented a check to St. Jude for$ 24,600 for a total contribution of 55, 000 over the past five years. The group works in conjunction with the Sullivan American Legion and offers a one- mile fun run, a 5k, kid' s corner, a pedal pull, a power wheels derby, a softball tournament, and a beer tent with bands on both nights. Previously the Legion has been the sole provider of the alcohol, but due to changes in the law, this may be handled differently this year

4. Mayor Glazebrook asked ifthere were any comments from the public Jason Fleming spoke about the recent cost estimate ofthe Titus Home and the possible demolition ofthe home. As a homeowner in the neighborhood, Mr Fleming would like to see the home maintained and is interested in the City' s plans for the property He requested a conversation with the Council regarding this issue Mayor Glazebrook responded that the estimate was completed to give the City a starting point for future decisions. Gerry Wood announced that Boy Scout Troop# 39 has a new life scout. The scout is being encouraged to come up with an eagle scout project and is open to ideas. Mayor Glazebrook shared the idea of a memorial garden for Mrs. Titus.

A motion was made by Commissioner Hargis and seconded by Commissioner

Sherwood that the consent agenda be approved. Upon a roll call being taken, the results were as followsCommissioner Peggy Hargis yea Commissioner Abbey Sherwood yea Commissioner Mike Fowler yea Commissioner Chuck Woodworth yea Mayor Richard Glazebrook yea

and the motion was declared carried by omnibus vote.

6 A motion was made by Commissioner Sherwood and seconded by Commissioner Hargis to approve the claims for TIF IV Upon a roll call being taken, the results were as follows

and the motion was declared carried.

7 Commissioner Sherwood reported that the Park Department has been repainting picnic tables and trash cans. They are looking into the purchase of lime for the ball diamonds. The,school and the little league teams have agreed to contribute to the cost ofthe lime. Commissioner Sherwood thanked the many area truck owners who volunteered to haul the lime for the City She reported that Nakayla Swisher was filling in as the Clerk due to Blake Eggleston and Carrie Creek being away at training.

8. Commissioner Fowler shared about visiting the Waterloo electric plant to look at their CAT turbines. He feels that updates for our plant will need to be discussed within the next seven years, turbines could be an alternative for replacing the current engines. A gas turbine requires a six-inch gas line with a minimum pressure of 350 psi. The plant's current line would need to be upgraded to meet those requirements. He received an email from Rodd Whelpley regarding the LED project that the school would like to complete using funds from the IMEA's energy efficiency program. This project would exhaust all of the City's remaining funds for this fiscal year and seventy-five percent of the budget for the next fiscal year The plant employees will be building a wall around the servers at the plant to improve the condition of the server room. The wall should protect the servers by reducing the amount of dirt and dust in that location. Commissioner Fowler talked with Marty Thomas from BHMG about the status of the underground tank project at the electric plant. He would like to start the project in spring.

9 Commissioner Woodworth explained that the report from the OSHA inspection was received. The non-monetary inspection noted a few deficiencies that need to be remedied. He met with Lee Beckman about moving forward with the water plant. Mr Beckman will be drawing up some interior plans for the building in the next few months.

10 Commissioner Hargis shared that the Street Department assisted with the alley project behind the Metro building, unclogged the pipe at Wyman Lake, completed work on Corey Avenue and picked up brush. She thanked the Sewer Department for their assistance on these projects. Commissioner Hargis explained that they are aware of the numerous potholes in the City and they will start repairing them when the weather is warmer.

11. Mayor Glazebrook expressed appreciation for the assistance ofthe Sewer and Street Departments at Wyman Lake. He reminded everyone that there is a strategic planning meeting on February 20th to compile a 3- year plan for the City A Cemetery Board meeting was held and will be meeting again at the end of March or the beginning of April

12. Mayor Glazebrook explained that a bid had been received for replacement of the fence at the gas department. He explained that the back side of the fence has been torn up from the railroad and that it needs to be repaired for security purposes. One bid was received and was as follows.

Mayor Glazebrook asked that the bid be tabled for review at the next council meeting.

13. The Council discussed the Sullivan Fire Protection District's request for a 422, 396 TIF agreement to purchase a new ambulance and four load systems. Chief Mike Piper explained that ifthe SFPD received the funding, the 2008 ambulance would be replaced as soon as possible. The department receives funding from real estate taxes and billed services, but only re-cooperate about sixty-eight percent oftheir total billings. The value of the current ambulance is approximately $ 1, 000 to $ 1, 500 Annually, the department sets back what they can and currently have approximately $ 100, 000 earmarked for a new ambulance. Chief Piper shared that this is one of two ambulances that will need to be replaced, at$ 200,000 each, which is the reasoning behind their request. Commissioner Sherwood and Commissioner Hargis will look into the budget and talk with Treasurer Golden about options for an agreement. Commissioner Fowler and Commissioner Woodworth were also in agreement with assisting the SFPD
