City of Sullivan City Council met March 23.

1. The City Council of the City of Sullivan, Illinois, met in regular session on Monday, March 23, 2020, at 6: 00 p. m. at the Elizabeth Titus Memorial Library, 2 West Water Street, Sullivan. The meeting was called to order by Mayor Richard Glazebrook.
A roll call was taken.

2. Mayor Glazebrook asked if there were any comments from the public. There were none.
3. Mayor Glazebrook read the items on the consent agenda:
Approval of minutes of the regular meeting held March 9, 2020
Approval of claims
Approval of Treasurer' s Report for February 2020
Pass Resolution 20- C— Resolution for Maintenance Under the Illinois Highway Code (MFT)
A motion was made by Commissioner Sherwood and seconded by Commissioner Hargis that the consent agenda be approved. Upon a roll call being taken, the results were as follows:

and the motion was declared carried by omnibus vote.
4. Commissioner Sherwood thanked Nakayla Swisher, Dan Flannell, Carrie Creek and Blake Eggleston for the extra hours they have put in to address the COVID- 19 pandemic. She reported that the park department has been working on closing things down, the playgrounds are closed, but people are still allowed to walk through the parks. While the Civic Center has been closed, they have been painting and removing and resealing toilets. Commissioner Sherwood requested that department spending be reevaluated and asked that that unnecessary projects be postponed for the time being. She spoke with the City Administrator Dan Flannell about the Revolving loan fund and would like to utilize the fund to assist the small businesses in the community that are being affected by the stay-in order. Laurrie Minor would like to make a presentation to the Council regarding the Chamber budget. Treasurer Sarah Golden is currently on maternity leave, but options are being explored for her to work from home temporarily.
5. Commissioner Fowler reported that he has been busy contacting the Mayor, other Commissioners, the new Electric Distribution Superintendent and the Treasurer due to the recent termination of the Electric Distribution Superintendent.
6. Commissioner Woodworth asked that citizens refrain from flushing wet wipes, paper towels or any products other than toilet paper. Even though products may be labeled as flushable, they are not. These items do not break down when flushed and can damage the sewer pump. The distribution crew is completing prep work for the installation. of new water meters.
7. Commissioner Hargis reported that the Jefferson Street sidewalk project started this morning. The Street Department completed the drainage issue on Market Street, continues to repair potholes and are in the process of resurfacing the back lot.
8. Mayor Glazebrook explained that sales tax is being withheld for two weeks and asked that everyone look at their budgets to make sure it can handle the projects they are working on. He met with the Health Department, Sullivan Fire Department and local Mayors to discuss a memorandum of understanding and sat in on the teleconferences held by the Governor regarding the soft shut down. Mayor Glazebrook held a superintendent meeting and was very impressed with the preparedness of the departments. He thanked Dan Flannell for all of the research he has completed, Andrew Bequette for the preparation of the emergency order and Carrie Creek and Blake Eggleston for their assistance with information and streaming.
9. A motion was made by Commissioner Hargis and seconded by Commissioner Sherwood to approve Ordinance 20- 3 — Ordinance Related to the Emergency created by the impact of the COVID- 19 Virus. Upon a roll call being taken, the results were as follows:

10. A motion was made by Commissioner Fowler and seconded by Commissioner Woodworth to end the employment ofKim Harris with the Electric Department as Electric Department Superintendent. Upon a roll call being taken, the results were as follows:

11. A motion was made by Commissioner Sherwood and seconded by Commissioner Woodworth to adjourn into closed session at 6: 23 p.m. to consider employment and compensation of a specific employee ( 5ILCS- 120/ 2( c)( 5)). Upon roll call being taken, the results were as follows:

12. Mayor Glazebrook reconvened the meeting at 6: 39 p. m.
13. A motion was made by Commissioner Fowler and seconded by Commissioner Sherwood to appoint Kaleb Martin as the new Electric Department Superintendent.
