City of Sullivan City Council met April 13.

Here is the minutes provided by the council:

The City Council of the City of Sullivan, Illinois, met in regular session on Monday, April 13, 2020, at 6: 00 p.m. at the Elizabeth Titus Memorial Library, 2 West Water Street, Sullivan. The meeting was called to order by Mayor Richard Glazebrook.

A roll call was taken.

2. Mayor Glazebrook recognized Dan Bathe for his 25 years of service to the City of Sullivan. Dan retired last month from the Gas Department. He was thanked for everything he has done for the City.

3. Dan Flannell reported on the Sullivan Area Ministerial Association Relief Fund that was created to assist individuals in need due to the COVID- 19 pandemic. The fund has received $ 20, 000 in donations since its implementation. Those in need should contact the Sullivan Ministerial Association on their website or contact Pastor Dave Dolan and the New Life Church or Pastor Grant Wade at the First Christian Church.

4. Mayor Glazebrook stated that there were no comments received from the public.

5. Mayor Glazebrook read the items on the consent agenda:

Approval of minutes of the special meeting held March 18, 2020 and the regular meeting held March 23, 2020

Approval of claims except those in TIF IV funds

A motion was made by Commissioner Hargis and seconded by Commissioner Sherwood that the consent agenda be approved. Upon a roll call being taken, the results were as follows:

and the motion was declared carried by omnibus vote.

6. A motion was made by Commissioner Woodworth and seconded by Commissioner Hargis to approve the claims for TIF IV. Upon a roll call being taken, the results were as follows:

Commissioner Mike Fowler abstain

and the motion was declared carried.

7. Commissioner Sherwood reported that the park department has taken down the Titus Home sign and has been cleaning up the parks. She confirmed that the City Building Lobby is closed to the public. Customers are encouraged to have a money order issued at First Community Bank, at no charge, rather than placing cash in the drop box. She shared that the Sullivan VFW made a$ 1, 000 donation to the Park Rec program and thanked them for their support.

8. A motion was made by Commissioner Sherwood and seconded by Commissioner Fowler to approve John " Ed" Edward Moody as the Superintendent of the City of Sullivan Parks Department with an effective date of April 13, 2020. Upon a roll call vote being taken, the results were as follows:

and the motion was declared carried.

9. Commissioner Fowler has been working with the Electric Distribution foreman on the budget. The distribution crew would like to purchase a bucket truck in the next budget year. There was a power outage over the weekend on the south end of town caused by an underground fault. Kaleb Martin would like to install a looping system to allow for alternative power during an outage. He is also looking to improve the distribution system in the alley behind the Thrift Store.

10. Commissioner Woodworth reported that the sewer department has been completing maintenance and two part-time employees have been hired for summer help. These employees will be working on painting and light maintenance.

11. Commissioner Hargis reported that the street department has continued working on resurfacing the shop lot, filling pot holes, picking up yard waste and assisted the electric department by digging a ditch for lines for the Jefferson Street project

12. A motion was made by Commissioner Hargis and seconded by Commissioner Woodworth to approve change order number 1 on the Jefferson Street project contract in the amount of$ 8, 730. 00. an Flannell explained that the change order covers the pouring of four foundation' bases for the addition of decorative street lights to the project, this does not include the actual lights. Upon a roll call vote being taken, the results were as follows:

and the motion was declared carried.

13. A motion was made by Commissioner Hargis and seconded by Commissioner Fowler to authorize Milano & Grunloh Engineers to complete an application for the Illinois Department of Transportation' s Highway Safety Improvement Program grant funding for safety improvements to Patterson Road. Dan Flannell was contacted by Lee Beckman from Milano & Grunloh about this grant opportunity. Should the City be awarded the grant, the funds could be used to address safety issues on Patterson Road.

Upon a vote being taken, the results were as follows:

14, Mayor Glazebrook reported that Blake Eggleston and Laurrie Minor are working on grants for local businesses. Applications have been received but it is believed that only one business qualifies.

15. A motion was made by Mayor Glazebrook and seconded by Commissioner Sherwood to approve the appointment of Kyler Lane as Superintendent/ Foreman of the City of Sullivan Cemetery with an effective date of April 13, 2020. Upon a roll call vote being taken, the results were as follows:

and the motion was declared carried.

16. A motion was made by Mayor Glazebrook and seconded by Commissioner Hargis to approve the appointment of Tyler Graven to the Zoning Board of Appeals for a five year term commencing May 1, 2010 and ending April 30, 2025. Upon a roll call vote being taken, the results were as follows:

and the motion was declared carried.

17. A motion was made by Commissioner Woodworth and seconded by Commissioner Fowler to waive formal reading and extend the effective date of Ordinance 20- 3, which implemented the Mayor' s March 18, 2020 Declaration of Emergency, to the date of the next City Council meeting on April 27, 2020. Upon a roll call being taken, the results were as follows:

and the motion was declared carried.

18. A motion was made by Commissioner Sherwood and seconded by Commissioner Hargis to adjourn into closed session at 6: 38 p.m. to discuss the setting of a price for the sale of property owned by the City of Sullivan ( 5ILCS 120/ 2( c)( 6)) and to discuss pending litigation ( 5ILCS 120/ 2( c)( 11)). Upon roll call being taken, the results were as follows:

19. Mayor Glazebrook reconvened the meeting at 7: 36 p. m.

20. A motion was made by Commissioner Fowler and seconded by Commissioner Woodworth to adjourn the meeting. Upon roll call being taken, the results were as follows:
