City of Clinton City Council met April 27.

Minutes of the public hearing and special council meeting of the City Council of the City of Clinton, Illinois in session electronically, Monday, April 27, 2020 at 5:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Buchanan, Wise and Ballenger were present. Commissioner Edmunds was absent.
Tim Followell, City Administrator addressed the Council regarding the COVID-19 pandemic and what it has done to the small businesses. The Eagle Theater, which is the Clintonia Eagle Theater and the Eagle Theater in Robinson, Illinois so this application is a joint application. It is a maximum of up to $25,000.00 determined by the State of Illinois through the Department of Community and Economic Operations. There are 13 employees between the two movie theaters. The application is 54 pages long and can be viewed on the City’s website. Mr. Followell asked if anyone in the public wanted to be registered as part of the meeting. Hearing none he turned the meeting back over to Mayor Cyrulik.
Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve the Resolution 2020-5, Council Resolution of Support. On roll call vote, Commissioners Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.
Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger to approve Resolution 2020-6, A Resolution Authorizing Execution of a Participation Agreement between the City of Clinton and Eagle Theater Corp. in the amount of $25,000.00. On roll call vote, Commissioners Wise, Ballenger, Buchanan and Mayor Cyrulik voted “Yes”.
With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Ballenger, Buchanan, Wise and Mayor Cyrulik voted “Yes”.
