City of Sullivan City Council Met June 22.

Here is the minutes provided by the council:

1. The City Council of the City of Sullivan, Illinois, ret in regular session on Monday, June 22, 2020, at 6: 00 p. m. at the Elizabeth Titus Memorial Library, 2 west Water Street, Sullivan. The meeting was called to order by Mayor Richard Glazebrook. A roll call was taken.

2. Mayor Glazebrook introduced Mike Keown from the American Legion to present on the Fourth of July festivities. Due to the recent restrictions, the Legion wasn' t able to hold their normal festivities for Memorial Day, these restrictions will also affect the Fourth of July festivities. The Legion will be hosting the annual parade, to include the Legion Color Guard and fire trucks. They are unsure how the restrictions will affect patron attendance and parade entries. The meal after the parade, the afternoon activities in the park, and the carnival will not be held this year. They are planning to have food vendors and seating set up in the Legion parking lot. They are requesting that everyone abide by the guidelines that are in place on July 4"h.

Approval of Treasurer' s report for May 2020

A motion was made by Commissioner Woodworth and seconded by Commissioner Hargis that the consent agenda be approved. Upon a roll call being taken, the results were as follows:

and the motion was declared carried by omnibus vote.

4. Commissioner Sherwood reported that the parks have reopened according to phase 3 guidelines. The pool at the Civic Center was reopened today for swim lessons and individual lane usage. Commissioner Sherwood thanked the Civic Center staff for all their hard work through this process. She reminded the other Commissioners that supervisor evaluations need to be completed over the next few weeks and that they need to meet with their superintendents about the budget. Mold testing was completed at the City Building. Some results have been received, which revealed some hazardous issues. Commissioner Sherwood will meet with Treasurer Golden to discuss the findings sometime this week and hopes for some ideas to keep the employees safe.

5. Commissioner Fowler toured the Green Gardens Alzheimer' s unit on West Street. He reported that the Distribution Crew installed 150 feet of underground piping on South Worth Street. The cost ofunderground service installation is approximately three times the amount of overhead service. He gent on to explain that the Electric Department is like a coop owned by the ratepayers and managed by the City of Sullivan. The department doesn't operate to produce a profit. He believes that if the City needs to increase revenue that this should be done through an increase in taxes or bond issuance. He is concerned that there is no accountability or transparency when transfers are made from the electric budget to the general fund. He stated that in 2012 the City was able to operate on a $ 2,000 gift from the Electric Department and is concerned that this amount has now surpassed that by three or four times the amount. The Electric Department has been operating at a deficit for the past several years, while the City keeps withdrawing funds almost monthly to transfer to the general fund. He is feeling pressured to raise rates, increase meter charges, or both. The Distribution Crew replaced a leaky transformer on Scott Street, worked on the underground on South Madison Street, completed a project on South vanBuren, finished. the alleyway behind the office building east of the square, put up flags and removed an electric pole. The crew will be working 10 hour days all summer to complete the upgrade on the southside oftown and to finish several unfinished projects.

6. Commissioner Woodworth reported that the distribution crew has continued installing water meters. He also confirmed that the railings around the clarifier at the sewer plant were installed and painted.

7. Commissioner Hargis reported that the Street Department has been oiling roads, cut down a tree in the park, assisted the water Department in installing meters, and have started repainting road markings.

8. Mayor Glazebrook visited Elevate Innovation Center in Mattoon in hopes of starting something like this in Sullivan. He thanked the Parr Department for their efforts in assisting local restaurants set up areas for outdoor dining. The Gas Department recently found and repaired a few leaks and encouraged anyone that smells gas to report this to the Gas Department or the City Building. The Gas Department has also been installing meters and turning valves. He confirmed that the town -wide cleanup for the northside of town is July 11th, and the south side will take place on July 18th. Mayor Glazebrook encouraged residents to put flags out for the 4th of July.

9. A motion was made by Commissioner Hargis and seconded by Commissioner Sherwood to waive formal reading and extend the effective date of ordinance 20-3, which implemented the Mayor' s March 18, 2020 Declaration of Emergency to the date of the next City Council meeting on Monday July 13, 2020. Upon a roll call being taken, the results were as follows:

10. A motion was made by Mayor Glazebrook and seconded by Commissioner Hargis to approve a new agreement with Sullivan. School Unit District 300 for provision of a School Resource Officer during the upcoming 2020-2021 school year. Upon a roil call being taken the results were as follows:

11. A motion was made by Commissioner Woodworth and seconded by Commissioner Sherwood that all items tabled during the previous regular meeting of the Council on June 81, 2020 be removed from the table for consideration by the Council. Upon a roll call being taken, the results were as follows:

12. A motion was made by Commissioner Sherwood and seconded by Commissioner Fowler to establish a Revolving Loan Fund to assist local business development. Upon roll call being taken, the results were as follows:

13. A motion was made by Commissioner Sherwood and seconded by Mayor Glazebrook to approve a funding agreement with the Sullivan Chamber & Economic Development Board for its current fiscal year for $75, 000 within the City' s 2020- 2021 budget. Upon roll call being taken, the results were as follows:

14. A motion was made by Commissioner Hargis and seconded by Commissioner Sherwood to extend the current moratorium on allowance of cannabis sales within the Cit to Januar 15, 2021. Upon roll call being taken, the results were as follows: y

15. A motion was made by Mayor Glazebrook and seconded by Commissioner Woodworth to extend the current moratorium on the issuance of liquor licenses to January 15, 2021. Upon roll call being taken, the results were as follows:

16. A motion was made by Mayor Glazebrook and seconded by Commissioner Sherwood to adopt ordinance 20- 5 approving a TIF Redevelopment Agreement with Tabeling Development Company including the sale of approximately 17.5 acres of City owned real estate located on the southern edge ofthe City limits along State Route 32. Upon roll call being taken, the results were as follows:
