City of Clinton City Council met July 20.

Here is the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Monday, July 20, 2020 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Wise, Ballenger, Edmunds and Buchanan were present.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan that the minutes of the regular meeting of July 6, 2020 be approved as submitted. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

The Mayor would like to put the Ordinance On File tonight for the Non-Highway Vehicles (Golf Carts). After much discussion with the Council it will be placed On File at tonight’s meeting.

Commissioner Buchanan reported this is the week for brush pick-up and the department will be picking up larger amounts due to the storm.

Commissioner Buchanan reported the City-wide Clean-up has been scheduled for September 1st – October 15th. A voucher (1 per household) can be picked up at City Hall if you live in the City Limits and show a valid driver’s license for proof of residence. During the City-wide Clean-up the Landfill hours are Monday – Friday 7:00 a.m. – 3:30 p.m. and one Saturday: September 12th 6:00 a.m. – 2:00 p.m.

He also stated that the Center Street Project has started.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise had no report.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported seeing postings on Facebook about the garbage at Kiwanis Park. He is just reminding the public to please pick up your garbage and put it in the trash cans.

Police Chief Lowers reported that goes for all the Parks to please pick up the trash after a gathering.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported the Sales Tax is a little less than $40,000 this time last year, so the City is taking a hit.

UNFINISHED BUSINESS

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger to Reject the Bids for Sludge Lime Removal at the Water Treatment Plant. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.

NEW BUSINESS

The Mayor put On File – Ordinance Creating Chapter 3 of Title 6 – Non-Highway Vehicles (Golf Carts)

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.
