City of Sullivan City Council met Aug. 10.
Here is the minutes provided by the council:
1. The City Council of the City of Sullivan, Illinois, met in regular session at 6:00 p.m. at the Elizabeth Titus Memorial Library, 2 West Water Street, Sullivan. The meeting was called to order by Mayor Richard Glazebrook.

2. Lee Beckman explained new rules that were implemented for the DCO grant, the ITEP grant application is due in November, improvements for the water treatment plant are moving forward and the specs for the Hagerman Street sanitary sewer have been provided to the City.
3. Ryan Whitten asked the Council to consider modifying the City ordinance to allow hens and rabbits. He suggested that roosters not be allowed, but that an individual could have 6 laying hens and 3 non-laying hens. He also suggested allowing 3 meat rabbits over 3 pounds and 12 under 3 pounds and to require that they must be kept in an enclosure.
4. Mayor Glazebrook asked if there were any comments from the public. There was comment that the nuisance order is an infringement on the rights of the residents and another comment that chickens are ok as long as they are kept in their yard. There was a question from a landlord asking how to handle the non-eviction order that was imposed by the Governor.
5. Mayor Glazebrook read the items on the consent agenda:

A motion was made by Commissioner Hargis and seconded by Commissioner Woodworth to accept the consent agenda as written. Upon a roll call being taken, the results were as follows:

6. Commissioner Sherwood reported that the park will be placing lines on the tennis courts so they can be used for pickleball. The Civic Center is open and social distancing continues to be observed. Water seepage continues to be an issue in the lower lever of the facility. The City Building will be closed on Friday and Monday to allow for the temporary relocation to 304 S. Hamilton. Masks are now required at the City Building for the safety of the staff. This is the last week for the RIPPLE program, applications for the program must be turned in by the end of the month.
7. Commissioner Fowler forgot his report and stated that he will share his report at the next meeting.
8. Commissioner Woodworth reported that the distribution crew has continued installing water meters and flushing hydrants.
9. A motion was made by Commissioner Hargis and seconded by Commissioner Sherwood to waive formal reading and adopt Ordinance 20-12 thereby amending schedule “D” streets having specific speed limits, to section 24-4-2 (F) to add a 25 mph speed limit sign to Eastlawn Drive. Upon a roll call being taken the results were as follows:

10. Commissioner Hargis addressed the citizens of the Eastview Subdivision, stating that she would like to research the data that has been collected over the last few years regarding the drainage issue and decide how to proceed. If anyone has information on this issue that they would like to share, she asked that they contact her via email.
11. Mayor Glazebrook acknowledged the Cemetery staff for their upkeep on the Cemetery, watering of flowers, weed eating, spraying of sidewalks and taking care of the library, adding that they have been doing a great job. He also acknowledged the Gas Department, they have repaired gas leaks and have been installing meters.
12. Dan Flannell attended a meeting with the Health Department, Peterson Healthcare and ESDA. He reported that Peterson Healthcare tries to maintain a 30-day supply of Personal Protective Equipment for its facilities. They are finding it hard to maintain the supply due to funding issues. Mr. Flannell proposed the purchase of PPE by the City in the event that there was a setback at one of the facilities or to be available to other businesses with sizeable employee bases as a backup. The cost of the PPE could be reimbursed to the City under the CURES grant. A 30-day supply of PPE for Peterson Healthcare would cost approximately $50,000.
13. A motion was made by Mayor Glazebrook and seconded by Commissioner Hargis to buy back up PPE supplies for the community for the future. Mayor Glazebrook then amended his motion to buy backup PPE supplies for the community for the future for up to $50,000. The amended motion was seconded by Commissioner Hargis. Upon a roll call being taken, the results were as follows:

14. Dan Flannell confirmed that the household hazardous waste event will be held September 12, 2020 at 8:00 a.m. at the parking lot south of Wyman Lake. The event is only for household waste and does not include commercial or farm operations. There are no residency restrictions for this event, it is a state-wide program funded by the Illinois EPA. Latex paint will not be accepted.
An request for proposal is being prepared for the demolition of the Titus Home. An asbestos inspection was completed and minimal amounts were found. There are still questions as to whether the Fire Department or ILEAS will be allowed to conduct trainings at the location.
15. A motion was made by Commissioner Sherwood and seconded by Commissioner Fowler to waive formal reading and extend the effective date of Ordinance 20-3, which implemented the Mayor's March 18, 2020 Declaration of Emergency, to the date of the next City Council meeting on Monday, August 24, 2020. Upon a roll call being taken the results were as follows:
