City of Clinton City Council met Aug. 3.

Here is the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Ballenger, Edmunds, Buchanan and Wise were present.

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger that the minutes of the regular meeting of July 20, 2020 be approved as submitted. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported the Center St. Project is moving along quite well and the Summer Maintenance will be starting later this month. The department has been trimming trees and working in the alleys and they are looking good.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise had no report but asked the Council to read the Water Tower Cleaning Contract with Difco Inc. that was put On File.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported that him and his wife have been going to Kiwanis Park each evening and picking up garbage but he started looking at the Ultimate Play Space and it is in really bad shape (rotten boards, screws sticking up, broken boards) and it is not safe and he recommended to the Council that it be taken down as it is 15 years old. Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to seek bids to take down the Ultimate Play Space at Kiwanis Park. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds had no report.

UNFINISHED BUSINESS

Written motion was made by Mayor Cyrulik and seconded by Commissioner Buchanan to adopt Ordinance #1518, An Ordinance Creating Chapter 3 of Title 6 of the City Code of the City of Clinton, Illinois (Non-Highway Vehicles – Golf Carts). On roll call vote, Commissioners Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”. Commissioner Edmunds voted “No”.

NEW BUSINESS

On File – Sale of Personal Property/Sewer Dept. – 1999 Jeep 

On File – Sale of Personal Property/Police Dept. – Handguns, Shotguns & Ammunition 

On File – Water Tower Cleaning Contract – Difco Inc.

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.
