City of Clinton City Council met Sept. 8.

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Buchanan, Wise, Ballenger and Edmunds were present.
Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan that the minutes of the regular meeting of August 17, 2020 be approved as submitted. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.
The bills and payroll were read.
Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS
Mayor Cyrulik had no report.
REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS
Commissioner Buchanan reported there was a train derailment on Jefferson St. and some of the street and sidewalk was damaged and the Railroad will take care of the damage. He stated the City-Wide Clean-up has started and will run through October 15th. The hours for Area Disposal are Monday – Friday 7:00 a.m. – 3:30 p.m. and Saturday, September 12th 6:00 a.m. – 2:00 p.m. He also stated the Center St. Project is going well.

Commissioner Wise had no report.
REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY
Commissioner Ballenger reported there have been 14 Golf Carts registered with the City.
REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES
Commissioner Edmunds reported on the Revenues compared to last year: The Sales Tax is up about $32,000, State Use Tax is up $30,000, Income Tax is down $5,000, Video Gaming Tax is down $34,000 due to being shut down because of COVID and Motor Fuel Tax is down $14,000. This month the Sales Tax is up $600, and the Non-Home Rule Tax is up $13,000.
UNFINISHED BUSINESS
Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger to approve the Water Tower Cleaning Contract between the City of Clinton and Difco Inc. in the amount of $5,250.00. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.
Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to approve the Contract between the City of Clinton and Metro-Ag Inc. for Removal of Sludge Lime at the Water Treatment Plant in the amount of $20.00/ton. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.
Written motion was made by Commissioner Ballenger and seconded by Commissioner Edmunds to approve the Purchase of Wood Chips for the Parks Dept. from J & L Morris Trucking in the amount not to exceed $3,800.00. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.
NEW BUSINESS
On File – Purchase of 15 Glock Gen 5 Model 17 Semi-Automatic Handguns/Police Dept. – Kiesler Police Supply – not to exceed $5,000.00
