City of Sullivan City Council met Aug. 24.
Here is the minutes provided by the council:
1. The City Council of the City of Sullivan, Illinois, met in regular session at 6: 00 p.m. at The Little Theatre on The Square, 16 E. Harrison Street, Sullivan. The meeting was called to order by Mayor Richard Glazebrook. A roll call was taken.

2. Mayor Glazebrook thanked The Little Theatre for allowing the City to use their facility as a temporary location for the City Council meetings. Mayor Glazebrook also shared that a thank you card was received from Peterson Healthcare thanking the City for the purchase of personal protective equipment for their facilities.
3. Mayor Glazebrook asked if there were any comments from the public, there were none. He reported that he had been approached about patrons not complying with businesses that require masks. We do not enforce this, the business would have to enforce this.
4. Mayor Glazebrook read the items on the consent agenda:
● Approval of minutes of the previous regular meeting held August 10, 2020
● Approval of claims except those in TIF funds
● Approval of Treasurer' s report for July 2020
A motion was made by Commissioner Hargis and seconded by Commissioner Fowler to accept the consent agenda as written. Upon a roll call being taken, the results were as follows:

5. A motion was made by Commissioner Sherwood and seconded by Commissioner Woodworth to approve TIF claims. Upon a roll call being taken, the results were as follows:

6. Commissioner Sherwood reported that the park tables are being used by the schools to promote social distancing outside, pickleball lines have been added to the tennis courts and removal of contaminated files at the City building began today. Quotes are being sought for a new HVAC system and cleaning at the City Building. The City Building has relocated and is open and operating and asked that patrons wear masks when entering the facility. The Blue Dolphins completed their team. tryouts. She asked that patrons utilizing the Civic Center also wear masks.
7. Commissioner Fowler requested a quote from Industrial Services for the installation of a rooftop HVAC unit at the City Building, attended a meeting with the administrative staff, net with the Electric Distribution Superintendent about projects they would like to complete and was contacted by Joe Feller regarding a housing project on Hagerman Street that would require the relocation of a power pole. He reported that Elliott Smithson, a journeyman lineman, submitted his two week notice and is no longer with the City. The line crew has been completing JULIE' s, work orders, assisted the park with flag lighting, pulled wire, worked on meter upgrades, removed a transformer, repaired damaged and downed lines, completed some overhead transfers, performed some tree trimming and bush hogged the county farm substation. Commissioner Fowler met with BHMG to discuss new upgrades at Hydro -Gear and presented the school with a 17, 993. 74 rebate check for their LED upgrade project that was completed at the Elementary School.
8. Commissioner Woodworth reported that the Sewer Department replaced a section of sewer main in the alley behind the Little Theatre due to the main being infiltrated by a communication conduit. He thanked the Street Department for their assistance on the project. The Sewer Department also installed a sewer clean out in a problem area to reduce future maintenance in that area and has continued to replace water meters. The summer hydrant flushing has been completed. The testing revealed that a few hydrants will need to be replaced.
9. Commissioner Hargis reported that the Street Department has been completing routine maintenance and helping other depts. She asked that the proper items be placed in yard waste bags and to refrain from adding rocks, dirt, concrete, plastic and trash. She gave an update on the Eastview Subdivision, information has been collected which included: names of land owners and drainage districts and studies from 1994 and 2017. She will be discussing the issue with the Street Superintendent.
10. Mayor Glazebrook reported that WEIU has been working on the Our Town Sullivan project, there has been some communication with people regarding economic development and has been in communication with Cassie Yoder regarding the marketing project for the City of Sullivan. He thanked the Library and Civic Center staff for helping with the tables for the meeting. The Gas Department has been taking out old lines and fixing leaks. The Cemetery staff has been spraying weeds on the sidewalks. Mayor Glazebrook will be participating in an upcoming conference call regarding grants that could be available to the City under the CARES program.
11. A motion was made by Commissioner Sherwood and seconded by Commissioner Woodworth to waive formal reading and extend the effective date of ordinance 20- 3, which implemented the Mayor' s March 18, 2020 Declaration of Emergency, to the date of the next City Council meeting on Monday, September 14, 2020. Upon a roil call being taken the results were as follows:

12. A motion was made by Mayor Glazebrook and seconded by Commissioner Woodworth to approve the City Petition to rezone 17. 395 acres currently owned by the City of Sullivan bearing the PIN# 08- 08- 11- 400- 043 from Residential to Business - 1. Upon a roll call being taken the results were as follows:

13. City Administrator Dan Flannell reported that the City-wide Cleanup was well utilized this year and came to a total cost of $36, 310. 96, He talked with City Attorney Andrew Bequett regarding the distribution of the Titus proceeds, a request will be made of Busey Bank to file the final report with the court. Mr. Flannell is in hopes that the City could receive distribution of the funds within the next 45 days. An update was received on the Feller sewer extension project that includes an additional line, the RFP is being prepared by Milano & Grunloh. The RFP for the demolition of the Titus Home has been completed and the bid opening is scheduled for September 16Ih at 2: 00p.m. at the City Building. He reported that the rezoning that was voted on this evening was approved by the planning commission. The Household Hazardous waste Event will be held September 12th at Wyman Park in the parking lot south of the lake. The Boy Scouts have volunteered to assist with this event. A $25,,000 purchase of Personal Protective Equipment was ordered this week to assist Peterson Healthcare.
