City of Clinton City Council met Oct. 19.

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Ballenger, Buchanan and Wise were present. Commissioner Edmunds was absent.
Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan that the minutes of the regular meeting of October 5, 2020 be approved as submitted. On roll call vote, Commissioners Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.
The bills and payroll were read.
Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Wise, Ballenger, Buchanan and Mayor Cyrulik voted “Yes”.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS
Mayor Cyrulik had no report.
REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS
Commissioner Buchanan reported the Center St. Project is almost finished with a little concrete work left and landscaping. The leaf pickup will start later this week with one Vac and the City crews and then the second Vac will start November 2nd with the part- time help. Just a reminder not to put the leaves in the street because it will clog up the drains if it rains and don’t mix brush in with the leaves. He also stated the Yard Waste will be open all year long since there won’t be any brush pick-up during the months of December, January and February.
REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY
Commissioner Wise reported that the department is flushing the hydrants today and tomorrow. The Lime Lagoons will be cleaned out when the farmers get the crops out then they can spread it on the fields. He also stated that last Wednesday something happened to Well 10 (behind the YMCA) and the alarm went off, so it was caught early. The crew from St. Louis came and found the shaft had snapped so they pulled it out and the pump and all the pieces and took it back with them to St. Louis to rebuild it. The last time anything was done to Well 10 was in 2014. So, they will be back Wednesday and run a camera down in the hole to make sure everything is good. They will clean the screens and put it all back together.

Commissioner Ballenger reported all the departments are running smoothly and just pay attention to the COVID.

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Ballenger, Buchanan, Wise and Mayor Cyrulik voted “Yes”.
