City of Clinton City Council Met Jan. 4.

Here is the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Monday, January 4, 2021 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Buchanan, Wise, Ballenger, and Edmunds were present.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan that the minutes of the regular meeting of December 21, 2020 be approved as submitted. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik stated there will be discussion before voting on the mowing bids under Unfinished Business.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported the department had a busy weekend with the ice and snow and everyone did a great job. The City will be picking up brush from the ice storm so set it out when you can, and it will get picked up when it is safe to do so. He also stated the Yard Waste Facility is open to take brush. There were a lot of trees and lines down, but everything is back open, and the streets have been salted. He asked for everyone to be patient because it will take a while to get everything cleaned up.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported the department has been working on water leaks and all the departments are helping each other out and doing a good job.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported the Fire Dept. had 18 – 20 calls on Sunday over a 12 –14 hour stretch and the same was starting today. He also stated all the departments are doing a good job with the ice and snow and trees and lines down.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds had no report.

Discussion with Council on mowing bids:

Commissioner Wise stated nobody is going to lose their job and it will be a lateral move. He also stated not to get rid of any equipment.

Commissioner Edmunds stated that Clint Lichtenwalter, City Treasurer did a good analysis of salaries and overall expenses of $233,000 which will save costs on fuel, mowers, maintenance but they will still be doing the grave digging. Just want to make sure it looks nice and the company does quality work.

Commissioner Ballenger stated he has concerns along with Public Works Director, Steve Lobb and would like to Table it and have a workshop for further discussion. There are too many unanswered questions.

Commissioner Buchanan stated he is in favor of the bids because the Street Dept. and Water Dept. are short-handed, and this will give each department another person. It is a money savings to do this.

City Attorney, Steve Myers stated the contract was bid as a 2-year contract and will discuss adding to the contract if we are not satisfied with the work the contract can be ended. He also went over the procedure if Commissioner Ballenger wants to Table the mowing bids.

UNFINISHED BUSINESS

Written motion was made by Commissioner Ballenger and seconded by Commissioner Edmunds to Table the Cemetery Mowing Bid. On roll call vote, Buchanan, Wise, andMayor Cyrulik voted “No”. Commissioners Edmunds and Ballenger voted “Yes”.

Written motion was made by Mayor Cyrulik and seconded by Commissioner Wise to approve the Cemetery Mowing Bid with LKM Mowing & Landscaping in the amount of $80,704.00 and authorize the Mayor and City Clerk to sign the Contract. On roll call vote, Commissioners Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes”.Commissioner Ballenger voted “No”.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Edmunds to Table the Parks Mowing Bid. On roll call vote, Buchanan, Wise, and MayorCyrulik voted “No”. Commissioners Ballenger and Edmunds voted “Yes”.

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to approve the Parks Mowing Bid with Reinhart Grounds Maintenance, Inc. in the amount of $28,865.00 and authorize the Mayor and City Clerk to sign the Contract. On roll call vote, Commissioners Buchanan, Wise, and Mayor Cyrulik voted “Yes”. Commissioners Ballenger and Edmunds voted “No”.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to approve the Supplemental Agreement for the Center St. Project with Cummins Engineering Corporation in the amount of $35,905.79. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes”. Commissioner Edmunds was concerned in the original bid they had engineering for the landscaping so not sure why we are doing that again and there were some foul ups with IDOT on Center and Webster regarding the ramp. It seems like with Cummins Engineering we are continually having to do supplemental contracts. Maybe the City needs to look at other Engineering companies in the future.

NEW BUSINESS

None

Mayor Cyrulik announced the next Council meeting will be held on Tuesday, January 19, 2021 due to Martin Luther King Day.

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Buchanan and seconded by Mayor Cyrulik to adjourn the meeting. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.
