City of Sullivan City Council Met Jan. 25.

Here is the minutes provided by the council:

1 The City Council of the City of Sullivan, Illinois, met in regular session at 6 00 p. m. at The Little Theatre On The Square, 16 E. Harrison Street, Sullivan. The meeting was called to order by Mayor Richard Glazebrook. A roll call was taken.

2. Colton Davis from Utz& Associates explained the Needs and Options Review they completed for the City Building. The purpose of the report is to document existing conditions for possible renovations. He stated that the air quality issues were apparent when entering the building. The air quality issues have resulted from water intrusion in the basement and the HVAC system's lack of ability to handle the water Structural issues include the erosion of the brick foundation in the basement and temporary steel supports that were installed to support the first floor The roof membrane was fine but too weak to support rooftop HVAC equipment. The firm provided two options, the first was a renovation of the current building with an elevator, and the second being a new build on an adjacent lot. Mr Davis thought an increase in ventilation would help dry out the water intrusion in the basement, which is causing problems on the first and second floors. There is existing water damage on the second floor that is not being helped by the lack of ventilation. The air inside the building is recirculating continuously and no fresh air is coming in. The quote received from Industrial Services would not be sufficient for any floor plan changes or a renovation ofthe building. Before any renovations can occur 5, 400 square feet of floor tile containing asbestos would need to be remediated.

3 Mayor Glazebrook asked if there were any comments from the public in attendance. There were none.

4 Mayor Glazebrook read a letter from the American Legion that thanked the City for the donation that was made for last year' s firework display He also read emails from residents, one was inquiring about Cemetery operations and the other regarding the distribution of the COVID vaccine.

5 Mayor Glazebrook read the items on the consent agenda.

Approval of claims except those in TIF funds

Approval of Treasurer' s report for December 2020

A motion was made by Commissioner Sherwood and seconded by Commissioner Fowler to approve the consent agenda. Upon a roll call being taken, the results were as follows

and the motion was declared carried by omnibus vote.

6 A motion was made by Commissioner Sherwood and seconded by Commissioner Booker to approve the TIF claims. Upon a roll call being taken, the results were as follows

and the motion was declared carried.

7 Commissioner Sherwood reported that after moving to Tier 1 restrictions, the Civic Center is able to go back to normal operating hours, the locker rooms have been reopened, lane reservations are no longer required, public swim has resumed and the Sullivan Blue Dolphins will begin practices. Masks are still required while in the facility until your destination is reached. The staff will continue to sanitize within the facility and temperatures will be taken at the door Tier 1 still restricts open gym, pickleball and racquetball, so these activities are unavailable at this time. Commissioner Sherwood met with the Park Foreman regarding Christmas lights. If the City orders new light displays before March they will receive a 40% discount. Lighting displays range from $ 8, 000- 40, 000 The City Building will reopen to the public on February 1st She attended a meeting with the Revolving Loan Fund Committee and reached out to Laurrie Minor for a report on Cass Concepts.

8 Commissioner Fowler reported that Nelson's Tree Service completed the tree trimming project on December 31st. The Distribution Crew installed a service, set and replaced a 3 phase pole, installed an overhead switch, and completed JULIE locates. The City received a letter from the IEPA regarding their investigation of the 1990 fuel leak at the Electric Plant. They confirmed that the leak was not caused by an underground fuel tank.

9 Commissioner Woodworth reported that a boring crew hit a water main a few weeks ago causing the south end oftown to lose water A six and a halffoot section of water main was replaced and a boil order was issued. Two other leaks were reported, one on N Main St and another at the intersection on VanBuren and Jefferson Street. The leak on VanBuren and Jefferson Street will be repaired tonight. The Distribution Crew has been working on JULIE locates and replacing some meter antennas. They are looking at options for the replacement of a distribution vehicle.

10 Commissioner Booker reported that bridge inspections at the sewer plant and at Bradford Hills were completed. The Street Crew cleaned brush and limbs back from the bridges, ran the street sweeper, picked up trash on the square, picked up yard bags, and 111 filled potholes. They ran a camera into the storm drain on Cottontail Lane to check for maintenance and size. A new manhole was installed at Eastview to access the storm drain. The broken tile at Eastview was connected to a tile running under the waterway east ofthe subdivision. It was discovered that the tile collapsed under the highway and cannot be repaired. The drainage commission was contacted and authorized the City to connect at another location. They are planning to install a new twelve- inch line in the future.

11 Mayor Glazebrook reported that the Gas Department worked until midnight one evening to repair a gas line. The department continues to work on JULIE locates. Employees at the Cemetery are currently working on equipment maintenance and have cleaned up a hedgerow northeast of the Cemetery Joey Schaljo, a Sullivan native, was the voiceover for NBC' s New Year' s Eve program. He also commended Commissioner Woodworth on the hugging booth that he constructed for the residents and families of Courtyard Estates.

12 City Administrator Dan Flannell reported that the number oftotal positive COVID cases in Moultrie County has now reached 1, 418, with 856 of those cases being in the 61951 zip code. Local numbers have fluctuated significantly but seem to be improving greatly Moultrie County has started administering the COVID vaccine to group 1B The vaccination program is a function of the Health Department and the County The City is not involved in the program but is willing to assist ifrequested. The Criminal Reform Bill was passed but did not include language to eliminate qualified immunity for municipalities with a police force. Potential concerns may be the ability to find individuals willing to consider a career in law enforcement. The inquiry from the

EPA regarding the fuel leak at the electric plant 30 years ago has been closed. The EPA determined the leak was not related to the underground fuel tanks. The City should be receiving the final distribution of the Titus proceeds which is anticipated to be $ 556, 000

13 A motion was made by Commissioner Woodworth and seconded by Commissioner Booker to waive formal reading and extend the effective date of Ordinance 20- 3, which implemented the Mayor' s March 18, 2020 Declaration of Emergency, to the date of the next City Council meeting on Monday, February 8, 2021

14 A motion was made by Mayor Glazebrook and seconded by Commissioner Sherwood to appoint Kurk Grohler as a member of the Greenhill Cemetery Board and request the Council grant its consent to said appointment. Upon a roll call being taken the results were as follows

15 A motion was made by Commissioner Sherwood and seconded by Commissioner Fowler to adopt Resolution 21- A establishing a formal fraud prevention policy for the City Upon a roll call being taken the results were as follows

16 A motion was made by Commissioner Fowler and seconded by Commissioner Woodworth to approve a grievance settlement agreement with the IBEW Local# 51 regarding former employee DJ Beasley and authorize Mayor Glazebrook to execute said agreement on behalf of the City Upon a roll call being taken the results were as follows

17 A motion was made by Mayor Glazebrook and seconded by Commissioner Booker to consider modifications to Article VIII—Vehicular Food Vendor of the City Business Code and authorize staff to prepare an amended ordinance for the Council' s consideration and adoption ofFebruary 8, 2021 Upon a roll call being taken the results were as follows

18 A motion was made by Commissioner Booker and seconded by Commissioner Sherwood to authorize use of TIF IV funds not to exceed $ 200, 000 00 for the removal and reconstruction of concrete guttering on the north and south sides of the length of Corey Avenue following design, competitive bidding and award. Upon a roll call being taken the results were as follow.

19 A motion was made by Commissioner Sherwood and seconded by Commissioner Fowler to adjourn into closed session at 6 49 p.m. to discuss the purchase or lease of real property for use by the public body ( 5 ILCS 120/ 2( c)( 5)) Upon a roll call being taken, the results were as follows

20 The meeting was reconvened at 6 57 p.m. 21 A motion was made by Commissioner Woodworth and seconded by Commissioner Booker to approve the purchase of a . 53 acre tract of real estate from the Moultrie County Rural Water District at a price of$ 10, 000 00 and authorize the Mayor to execute a purchase agreement with the district. Upon a roll call being taken, the results were as follows
