City of Sullivan City Council Met March 22.

Here is the minutes provided by the council:

1. The City Council of the City of Sullivan, Illinois, met in regular session at 6: 00 p.m. at The Little Theatre On The Square, 16 E. Harrison Street, Sullivan. The meeting was called to order by Mayor Richard Glazebrook. A roll call was taken.

2. Mayor Glazebrook asked if there were any comments from the public in attendance. Bill Burger made a pacresentation to the council regarding the City of Sullivan' s utility rates for electricity compared to surrounding communities. Bob Ingram asked why the order declaring an emergency was on the agenda.

3. Mayor Glazebrook called Mr. Graham from the Sullivan Middle School and one ofhis student to the stage. Mr. Graham is working on a project with multiple grades. The fifth grade class picked up litter in the park, while the older grades take water samples from Asa Creek to analyze the water quality and content.

4. Mayor Glazebrook read the items on the consent agenda:

Approval of the minutes of the regular meeting held March 8, 2021

Approval of claims except those in TIF funds

Approval of Treasurer' s report for February 2021

A motion was made by Commissioner Booker and seconded by Commissioner Woodworth to approve the consent agenda. Upon a roll call being taken, the results were as follows:

Commissioner Abbey Sherwood yea

Commissioner Mike Fowler yea

Mayor Richard Glazebrook yea

and the motion was declared carried by omnibus vote.

5. A motion was made by Commissioner Sherwood and seconded by Mayor Glazebrook to approve the TIF claims. Upon a roll call being taken, the results were as follows:

Mayor Richard Glazebrook - yea

Commissioner Mike Fowler - abstain

Commissioner Chuck Woodworth - yea

Commissioner Doug Booker - yea

and the motion was declared carried.

6. Commissioner Sherwood reported that the old Frisbee golf course has been taken down and the Park Department hopes to start on the new course this week. They have been working with the school to provide bleachers for the football season. The City received a donation of picnic tables from the Department of Conservation, these should be picked up later this week. Wyman Lake will be restocked with trout on April lst. Commissioner Sherwood asked that people act and speak appropriately while in the park. Civic Center Director Wendy Elzy has been in communication with the Health Department regarding Park Rec. Public Swim will be offered every day from 1: 00 p. m. — 3: 00 p.m. during spring break. Treasurer Golden has distributed budget forms to all department heads.

7. Commissioner Fowler has given his approval to hire a groundsman for the Electric Distribution Crew. Treasurer Golden has been working on separating the power plant expenses from electric expenses and is almost finished with this process. This was requested by Commissioner Fowler for the purpose of tracking plant expenses. He met with Blake Eggleston for a demonstration on Powerpoint.

8. Commissioner Woodworth reported that there have been a few small leaks caused by boring crews. Last Wednesday the Water Plant Staff reported that they were losing roughly 300, 000 gallons of water a day. Commissioner Woodworth discovered the leak on Friday. The Street Department assisted with the repair. As the weather improves the Distribution Crew will resume with the installation of new water meters.

9. Commissioner Booker reported that the Street Department assisted with the large water leak. The crew found the buried tile on the north side of 121, the new drains for the Eastview Subdivision will run into this tile. Commissioner Booker attended a bid opening for the Corey Avenue gutter project.

10. A motion was made by Commissioner Booker and seconded by Commissioner Woodworth to accept the bid ofEsker & Walker of Teutopolis, Illinois in the amount of 96, 320.41 and authorize and approve the execution of a written agreement by and between the City of Sullivan and Esker & Walker for completion of the Corey Avenue curb and gutter project in accordance with the City' s bid specifications previously published. Upon a roll call being taken the results were as follows:

and the motion was declared carried

11. Mayor Glazebrook attended meeting with a veteran' s business group that focuses on helping veterans start up businesses. The Little Theatre is exploring the idea of having an outside show this summer. The American Legion plans on hosing a carnival and a parade for the Forth of July. Residents that have locate flags in their yards are free to remove them after the fiber crews have completed the work in these areas. Blake Eggleston is involved with a committee at Easter that is exploring partnerships with libraries, the Elizabeth Titus Library is participating in this program.

12. A motion was made by Commissioner Fowler and seconded by Commissioner Sherwood to waive formal reading and extend the effective date of Ordinance 20- 3, which implemented the Mayor' s March 18, 2020 Declaration of Emergency, to the date of the next City Council meeting on Monday, April 12, 2021. Upon a roll call being taken the results were as follows:

and the motion was declared carried.

13. A motion was made by Commissioner Sherwood and seconded by Commissioner Fowler to approve the preliminary plat for the Hagerman Street Addition Subdivision in accordance with the recommendation of the City Planning Commission. Upon a roll call being taken the results were as follows:

Commissioner Chuck Woodworth - yea

Commissioner Doug Booker - yea

and the motion was declared carried.

14. A motion was made by Commissioner Sherwood and seconded by Commissioner Booker to adjourn into closed session at 6: 53 p. m. to discuss the purchase or lease of real property for use by the public body ( 5 ILCS 120/ 2( c)( 5)). Upon a roll call being taken, the results were as follows:

and the motion was declared carried.

15. The meeting was reconvened at 7: 15 p. m.

16. A motion was made by Commissioner Fowler and seconded by Commissioner Sherwood to adjourn the meeting. Upon roll call being taken, the results were as follows:
