City of Clinton City Council Met March 25.

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Edmunds, Buchanan, Wise and Ballenger were present.
Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger that the minutes of the regular meeting of March 15, 2021 be approved as submitted. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes”.
The bills and payroll were read.
Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes”.
PETITIONS AND COMMUNICATIONS
Kent Retzer – 423 S. Center St., Clinton is with Complete Access Consulting addressed the Council regarding the Webster/Center St. intersection and stated he was glad the project was going forward, and it was unfortunate that the City got some bad information regarding this project at the State level, and this may have been avoided. If there is part of the project that the cost rises above 20% of the total this is seen as an undue financial burden. He also stated he has worked with some businesses in town, and some are doing well and some still have ADA issues. Mr. Retzer was offering his consulting services to the City.
REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS Mayor Cyrulik had no report.
REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS
Commissioner Buchanan reported brush pickup will start April 19th and the size limit will be enforced and leaves and yard waste need to be in brown paper lawn bags to be picked up. He also stated he and Tim Followell met with Engineers from Farnsworth Group and walked Kirkwood Dr. West and there will be some concrete slabs replaced to improve the road.
REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY
Commissioner Wise reported the increase in water rates is being placed On File and will be voted on at the next Council meeting.
REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY
Commissioner Ballenger reported the Fire Dept. started billing for services outside the city limits and the funds are starting to come in from that.
REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES
Commissioner Edmunds had no report but stated the Budget was placed On File and Clint Lichtenwalter, City Treasurer did an excellent job putting the Budget together.
UNFINISHED BUSINESS
Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to approve a Change Order for the Center Street Project to address Webster Street ADA Compliancy. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.
NEW BUSINESS
On File – Fiscal Year 2022 Budget
On File - Donation for Fire Works Display - $7,000.00
On File – 2021 MFT Summer Maintenance - $101,000.00
On File – Ordinance Amending Chapter 8 of Title 7 (Water Rates)
On File – Ordinance Approving Termination of TIF III
The Mayor announced the Budget Hearing will be April 19, 2021 at 6:45 p.m. ADJOURNMENT
With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.
