City of Sullivan City Council met May 24.
Here is the minutes provided by the council:
1. The City Council of the City of Sullivan, Illinois, met in regular session. The meeting was called to order by Mayor Richard Glazebrook at 6:00 p.m.. A roll call was taken.

2. Mayor Glazebrook asked if there were any comments from the public in attendance. Tia Punches updated the Council on the Pack the Park event that she is planning for the Fourth of July. She is currently planning for numerous activities, a dj, and the band night moves. Pastor Dave Dolan is planning to have a worship service at the pavilions by the tennis courts in the morning. She is planning to sell water and soda with all proceeds going to the police K- 9 fund. She would like to have booklets made for the event. She asked for approval from the Council to go ahead with this. Commissioner Sherwood stated that the City needs to check with insurance regarding the liability for the greased flag pole event.
3. Mayor Glazebrook read the items on the consent agenda:
Approval of the minutes of the regular meeting held May 10, 2021
Approval of claims except those in TIF funds
Approval of Treasurer' s report for April 2021
A motion was made by Commissioner Sherwood and seconded by Commissioner Fowler to approve the consent agenda. Upon a roll call being taken, the results were as follows:

4. A motion was made by Commissioner Woodworth and seconded by The Commissioner Booker to approve the TIF claims. Upon a roll call being taken, the results were as follows:

5. Commissioner Sherwood reported that the fountain was installed at Wyman Lake today. The lights at the south diamond are being repaired. They are working with a manufacturer to replace a slide that is in need ofrepair. A contract has been finalized with the Sullivan Blue Dolphin swim team. Recent rains have caused water to leak into the gym at the Civic Center, Commissioner Booker believes that there is a way to correct this issue. The security system is being replaced and are looking into resurfacing the floor and courts. Open swim, swim lessons and adult volleyball have all started up again. Park Recreation will be held from June 7ch through July 30 . A form must be on file to participate in the program, forms can be picked up at the Civic Center. She met with the architect last week to review the size, design and spacing options for a new City Building. They also considered location options, cost savings are increased by going north rather than going west.
6. Commissioner Fowler reported that he received a request from one of the linemen to discuss his employment. The line crew employees then met with Commissioner Fowler, Mayor Glazebrook and City Administrator Dan Flannell. The lineman then presented a wage study that he had conducted along with insurance benefits. Braden Clark has decided to leave his employment with the City of Sullivan. Commissioner Fowler gave an update of projects completed by the Distribution Crew. He stated that two linemen are required to complete certain jobs, now that the City will only have one lineman service may be interrupted to make repairs.
7. Commissioner Woodworth gave an update on tasks completed by the Distribution Crew. A small leak was detected on Madison Street today. The lime feed system issues at the water plant have been corrected. The wrong type of lime was delivered, which plugged up the feed system. The vendor has corrected the issue. Commissioner Woodworth contacted the EPA regarding operating a water plant without on- site full-time employees. He received regulations stating what processes were required and when an operator must be present. He is against reducing the manpower at the plant.
8. Commissioner Booker gave an update of projects completed by the Street Crew. Corey Avenue has been graded and backfilled and will be resurfaced later this year. The Eastview project has been started and the tile was located today.
9. A motion was made by Commissioner Booker and seconded by Commissioner Sherwood to approve change order number 2 on the Corey Avenue curb and gutter project contract with Esker & Walker Construction, thereby reducing the project cost by 1, 985. 47. Upon a roll call being taken the results were as follows:

10. A motion was made by Commissioner Booker and seconded by Commissioner Woodworth to approve pay estimate number 1 to Esker & Walker Construction on the Corey Avenue curb & gutter project in the amount of $156, 571. 19. Upon a roll call being taken the results were as follows:

11. Mayor Glazebrook reported that the gas department has been turning valves and installing meters. The Cemetery is getting ready for Memorial Day and will be planting and watering flowers. The department has acquired a new water tank that should make watering easier.
12. A motion was made by Mayor Glazebrook and seconded by Commissioner Booker to waive the bidding and approve the purchase of the backhoe for the Gas Department. Upon a roll call being taken the results were as follows:

13. The waiving of the bidding and approval for the purchase of a trencher for the gas department was tabled.
14. Dan Flannell gave a COVID update. The utility departments continue to receive numerous JULIE locates. Newly proposed legislative maps for a redistricting process to create an additional senate district could result in Chapin Rose no longer serve as our State Senator. This would also result in Moultrie County being split into 2 districts. He also noted that for the first time in 14 months the declaration of emergency was removed from the agenda, this decision was made by Mayor Glazebrook.
15. Two bids were received for the sale of a 1985 Ford F700 Truck. The bids received were received as follows:

16. Two bids were received for the 2003 Chevrolet 2500 HD Truck with utility bed. The bids received were as follows:

17. Three bids were received for the 2002 F750XL Boom Truck with 42,460 miles. The bids received were as follows:

18. Two bids were received for the 2004 Evacuator Model E550 Plus. The bids received were as follows:

19. A motion was made by Commissioner Sherwood and seconded by Commissioner Fowler to approve the purchase of a tract ofreal estate with improvements located at 111 West Water Street, Sullivan, IL, from the estate of Donald Frevert at the price of $40, 000. 00, further moving that the council authorize the Mayor to execute a standard purchase agreement with the Executor of the estate. Upon a roll call being taken, the results were as follows:

24. Blake Eggleston gave an overview of the City' s utility disaster plan. He stated that the purpose of the meetings held over the last few months have been held to establish a plan for what the City would do in case of an emergency that affects our utilities and our ability to provide power to our customers. This plan consists of a contact list for all departments, other important contacts and an emergency supply list. Code Red would also be utilized should an emergency arise.
25. A motion was made by Commissioner Sherwood and seconded by Commissioner Booker to adjourn the meeting. Upon a roll call being taken, the results were as follows:
