City of Clinton City Council Met June 7.
Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Edmunds (was present but having audio difficulties), Buchanan, and Wise were present. Commissioner Ballenger was absent.
Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan the minutes of the regular meeting of May 17, 2021, be approved as submitted. On roll call vote, Commissioners Buchanan, Wise, Edmunds (audio difficulties), and Mayor Cyrulik voted “Yes”.
The bills and payroll were read.
Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Wise, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes”.

Mayor Cyrulik had no report.
REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS
Commissioner Buchanan reported the City-wide Clean-up will go until July 30th Monday – Friday 6:00 a.m. – 3:00 p.m. and Saturday, July 10th 6:00 a.m. – 2:00 p.m. Citizens can pick up a Voucher at City Hall.
REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY
Commissioner Wise reported the department is progressing along smoothly and working on the GIS System and helping other departments when needed. He wanted to thank the Chamber of Commerce for putting on May Days and the Street Dept. with all the street closures.
REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY Commissioner Ballenger was absent.
REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES
Commissioner Edmunds reported the General Assembly continued to rob municipalities of tax money. They gave away the money to other Government entities, but the State Income Tax and the Use Tax are the same amount as received in the past. He also stated that Springfield is in bad shape with the Pension money, but the City is up to 90% for Police & Fire Pensions and IMRF so the City is in good shape because of levying taxes and stuck to it.
UNFINISHED BUSINESS
Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to approve the Additional Services Agreement No. 1 for Kirkwood Dr. Pavement Patching with Farnsworth Group in the amount of $32,600.00. On roll call vote, Commissioners Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.
Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to approve Resolution 2021-4, A Resolution Approving Subdivision Plat (Illini Dr.). On roll call vote, Commissioners Buchanan, Wise, Edmunds and Mayor Cyrulik voted “Yes”.
Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan to approve Resolution 2021-5, Resolution Authorizing Execution of an Intergovernmental Agreement Between City of Clinton, Illinois, and Illinois Department of Transportation for Maintenance of Traffic Control Devices. On roll call vote, Commissioners Wise, Edmunds, Buchanan, and Mayor Cyrulik voted” Yes”.
