City of Clinton City Council Met July 6.

Here is the minutes provided by the council:

Minutes of the special meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, beginning at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Buchanan, Wise and Edmunds were present. Commissioner Ballenger was absent.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise that the minutes of the regular meeting of June 21, 2021, be approved as submitted. On roll call vote, Commissioners Wise, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported the department will start dragging the alleys next week.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise had no report.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger was absent.

Written motion was made by Mayor Cyrulik and seconded by Commissioner Buchanan to approve the transfer of cemetery spaces from Jennifer Wagner to Karen Welch in Mausoleum Park Section A Lot 26 sp. 3 & 4 in the amount of $100.00. On roll call vote, Commissioners Buchanan, Wise, Edmunds and Mayor Cyrulik voted “Yes”.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds had no report.

UNFINISHED BUSINESS

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to adopt Ordinance #1536, An Ordinance Authorizing Sale of Real Property and Authorize the Mayor to sign the Contract for 1003 E. Washington St. with Jesus Soto, Jr. in the amount of $20,000.00. On roll call vote, Commissioners Wise, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan to approve the Purchase of Playground Equipment for Downey Park from Molanda Company in the amount of $101,778.00. On roll call vote, Commissioners Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to approve the Bid for Construction of Illini Dr. Subdivision with Stark Excavating, Inc. in the amount of $603,316.00. On roll call vote, Commissioners Buchanan, Wise, Edmunds and Mayor Cyrulik voted “Yes”.

The Mayor placed On File – Contract for Construction of Illini Dr. Subdivision with Stark Excavating, Inc.

NEW BUSINESS

On File – Purchase Price of Building Lots - $25,000.00 & Out Lots - $2,000.00/Illini Dr. Subdivision

Written motion was made by Commissioner Wise and seconded by Mayor Cyrulik to hold a closed session for the purpose of Approval of Closed Session Minutes and Employment of Employee. On roll call vote, Commissioners Wise, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes”.

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Wise and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Wise, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes”.
