City of Clinton City Council Met Aug. 16.
Here are the minutes provided by the council:
Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Ballenger, Edmunds, Buchanan, and Wise were present.
Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise that the minutes of the regular meeting of August 2, 2021 be approved as submitted. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.
The bills and payroll were read.
Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes”.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS Mayor Cyrulik had no report.
Written motion was made by Mayor Cyrulik and seconded by Commissioner Ballenger to appoint Jim Brady to the Warner Hospital & Health Services Board – said term to expire July 1, 2024. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes”.
Written motion was made by Commissioner Buchanan and seconded by Commissioner Edmunds to appoint Marilyn Black to the Tree City Commission – said term to expire May 1, 2024. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.
REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS
Commissioner Buchanan reported the department is picking up brush this week and wanted to remind citizens there is a size limit, which is a pickup size load according to the Ordinance.
REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY
Commissioner Wise reported the department will be ordering new testing equipment from Hach in the amount of $4,500.00, which is in the Budget and Kinder Company is working on a motor at the Lime Silo at the Water Treatment Plant and will be replacing the light on the Water Tower and also replacing some antiquated lights at the Plant. He also stated they have had a couple of leaks and the fire north of town they shut the hydrant down to fast which caused a leak they had to fix.
REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY
Commissioner Ballenger reported the Fire Department had 2 good size fires last week. He also stated they are working on bids for a new firetruck. He wanted to extend prayers to Deputy Morgan who is in Barnes in St. Louis and to keep him and his family in your thoughts.
Police Chief Lowers reported the resignation of Officer Tom Anderson and wished him luck and the department will miss him.
REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES
Commissioner Edmunds reported Sales Tax was amazing with it being up by $160,000.00 the last 4 months over this time last year and Non-Home Rule Sales Tax up $21,000.00. He also stated that the work on N. Center St. we keep getting bills for and he will not sign off on any more bills until the work is done. Public Works Director, Steve Lobb stated that this is a federal job and there are no more retainages put in the contract anymore and this work originally came from a citizen complaint and was not in the original contract so we need to be careful not paying bills as they might just not come back and finish the job. He is doing everything he can to get them here and it will probably be some time in September when they come back.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to approve the 2021 MFT Summer Maintenance Bid from Illiana Construction Company in the amount of $97,801.00. On roll call vote, Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.
Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to approve Supplemental Resolution 2021-9, Resolution for Maintenance Under the Illinois Highway Code for the 2021 MFT Summer Maintenance in the amount of $12,000.00. On roll call vote, Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes”.
