City of Clinton City Council met Jan. 3.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Buchanan, Wise, Ballenger, and Edmunds were present.

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan that the minutes of the regular meeting of December 20, 2021 be approved as submitted. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes.”

PETITIONS AND COMMUNICATIONS

Seth Redington 404 Brown St., Clinton, IL addressed the Council regarding things he has been looking into and had some concerns about. One of the concerns is why Commissioner Ballenger has a gas card and none of the other Commissioners have one and he is using it to fill up his personal vehicle and Mr. Redington made a police report concerning it and he told the Council this issue needs to be looked into and his other concern was the Fire Dept. working at the Haunted House 8 – 10 hours a day. It starts at the top and filters down. The Mayor told Mr. Redington that the issues are being looked into and he would get back with him.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik asked Paul Skowron, CEO of Warner Hospital & Health Services to update the Council as to the happenings at the Hospital. Mr. Skowron stated they have not added any more COVID patients. He stated citizens are coming to the ER for COVID tests and they direct them where they can go to get an appointment. Things are stable at this time.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported all the brush has been picked up from the storm so the department will not pick up again until March unless there is another storm, but the Yard Waste is open all year (weather permitting) so you can take things there. They will still pick up leaves in the yard waste bags. He also stated the department started taking down the Christmas decorations. He also wanted to remind the citizens there are Emergency

Snow Routes after a two-inch snow and if you live on a route your vehicle needs to be moved off the street or it will be towed.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise had no report.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger had no report.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported there are copies of the Audit for the TIF Funds if you want to look at them or have any questions you can call him or the City Treasurer, Clint Lichtenwalter.

UNFINISHED BUSINESS

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve Resolution 2022-1, Resolution Authorizing Execution of Contract for the Collective Bargaining Agreement between the City of Clinton and the United Association of Plumbers & Pipefitters, Local Union No. 137. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger, and Mayor Cyrulik voted “Yes.”

NEW BUSINESS

On File – CO2 System/Water Plant – Signature CO2 Services, Inc. - $14,815.61 Commissioner Wise explained that the CO2 System at the Water Plant needs upgraded and hopefully will last another 20 years.

On File – Agreements with Ameren Illinois Company for Electric Line Extension and Natural Gas Distribution System Extension – Illini Dr. Subdivision (Horizon Lane)

On File – Fire Contract

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to adjourn the meeting. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes.”
