City of Clinton City Council met July 5.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Buchanan, Wise, Ballenger, and Edmunds were present.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan that the minutes of the regular meeting of June 21, 2022 and the recessed meeting of June 28, 2022, be approved as submitted. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes.”

Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger to appoint John Hoblit to City Attorney for a period of ten months. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger, and Mayor Cyrulik voted “Yes.” The City Clerk swore him into office.

Police Chief Lowers introduced Officer Mair and talked about his background and then the City Clerk swore in Kody Mair as Police Patrolman of the Police Dept.

PETITIONS AND COMMUNICATIONS 

Stephanie Scoles addressed the Council regarding the Trees on the Four Corners of the Square. Her concern is the tree in front of her office and the office of ReMax is that the tree blocks their signage, and it houses hundreds of birds, which leave bird droppings all over the sidewalk. The tree was trimmed and now it looks awful. She is asking that the tree be cut down and she is willing to make a donation for a planter to replace the tree.

Commissioner Buchanan is on the Tree Commission Board, and he stated that you can see the signs for the offices. He stated that if the tree is cut down you can’t get the roots and stump out. The only reasons a tree is cut down is if it is dangerous, dead, or in the way of construction. He asked Chief Lowers if there was anything they could set off to scare the birds off, but he responded that that would just be a temporary fix. The City also decorates the trees at Christmas time. The Mayor asked Commissioner Ballenger to look into this and he said the inside of the Square is a Park which is under him, and the outside is the Street Dept. so Commissioner Buchanan and Commissioner Ballenger will work together to figure out a solution.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS 

Mayor Cyrulik reported he received a letter from the Chamber, and they are doing the WCIA Our Town Clinton and work in two locations, the Homestead and the Square and the Chamber is asking if the City could pay for the port-a-potties for this event and the consensus of the Council was they could do that.

The Appointment of Acting Public Works Director was tabled.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS 

Commissioner Buchanan had no report.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY 

Commissioner Wise reported the new equipment for the lime solo is all here except one part they are waiting on. He stated that under the Mayor’s report was the Appointment of Acting Public Works Director that was tabled and will be on the Agenda at the next Council meeting to read the Appointment of Assistant Public Works Director. He also stated the City is going to do a compensation review and job classification project but we can’t wait to get the study done to advertise for a new City Administrator. The City Attorney needs to go ahead and advertise for that job.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY 

Commissioner Ballenger reported Downey Park has the new playground equipment and it is being used and the parking is done but there was an incident at Kiwanis Park that a bench was vandalized, and it will be replaced and asked Chief Lowers to patrol the Park more often. He also stated the Pickleball Courts were refinished and are looking good and being used daily.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES 

Commissioner Edmunds had no report.

ADJOURNMENT 

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”
