City of Decatur City Council met Sept. 18.

Here are the minutes provided by the council:

On Monday, September 18, 2023, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Lisa Gregory, David Horn, Chuck Kuhle and Ed Culp. Council members Dennis Cooper and Pat McDaniel were absent. Mayor Moore Wolfe declared a quorum present.

City Manager Scot Wrighton attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Marguerite Walker, George Burns and Abeer Motan.

City Manager Wrighton responded to citizens’ comments concerning neighborhood issues.

Mayor Moore Wolfe called for Approval of the Minutes.

The minutes of the September 5, 2023, City Council meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Horn and on call of the roll, Council members Lisa Gregory, David Horn, Ed Culp and Mayor Moore Wolfe voted aye. Councilman Kuhle abstained from the vote. Mayor Moore Wolfe declared the motion carried.

This being the time set aside for Unfinished Business and there being none, Mayor Moore Wolfe called for New Business.

City Manager Wrighton presented the Treasurer’s Financial Report.

Mr. Anthony Cooling, Budget and Revenue Officer, answered questions from Council members regarding the Treasurer’s Financial Report.

R2023-186 Resolution Approving the Jasper Street Great Streets Great Neighborhoods Corridor Plan. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Resolution.

Mr. Scott Goldstein with Teska Associates gave a short presentation outlining the project’s process, vision and goals.

Dr. Dana Ray, Ms. Kathy Williams, Mr. Kent West, Ms. Darsonya Switzer and Dr. Jeremy Morris spoke in support of the plan.

City Manager Wrighton answered questions from Council members regarding funding sources and project timeline.

Mr. Cordaryl Patrick, Economic and Community Development Director, provided input on the project.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-187 Resolution Authorizing Property Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2023 to October 1, 2024. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of Council Items #3 through #10 that related to insurance coverage for property and casualty, liability and workers compensation and responded to questions from Council members.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-188 Resolution Authorizing Property and Liability Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2023 to October 1, 2024. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-189 Resolution Authorizing Excess Liability Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2023 to October 1, 2024. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-190 Resolution Authorizing Cyber Liability Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2023 to October 1, 2024. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-191 Resolution Authorizing Excess Liability Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2023 to October 1 2024. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-192 Resolution Authorizing Crisis Protection Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2023 to October 1, 2024. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-193 Resolution Authorizing Auto Physical Damage Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2023 to October 1, 2024. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-194 Resolution Authorizing Excess Workers Compensation Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2023 to October 1, 2024. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2023-62 An Ordinance Amending the 2022 Budget Reconciliation Ordinance of the City of Decatur, Illinois. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Ordinance.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-195 Resolution Authorizing the Execution of an Agreement with S. Shafer Excavating for the Demolition of 1540 N. Main. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-196 Resolution Authorizing Funding Assistance to Child 1st Center/Macon County Heals for Crisis Response Program with the Decatur Police Department. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

Mr. Shane Brandel, Chief of Police, gave an overview of the Resolution.

Ms. Jean Moore with the Macon County Heals program answered questions from Council members regarding the crisis response program.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-197 Resolution Authorizing the Proposal from E.L. Pruitt Co. for Replacement of Galvanized Piping at the Decatur Public Library. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Resolution and answered questions from Council members about other improvements at the library.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-198 Resolution Accepting the Bid and Authorizing the Execution of a Contract with Burdick Plumbing & Heating Co., Inc. for 2023 Annual Water Main Replacement Project City Project 2023-10. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.

City Manager Wrighton gave an overview of the Resolution.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-199 Resolution Authorizing the Execution of an Agreement with the Norfolk Southern Railway Company for a Water Main Crossing City Project 2023-10. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle

City Manager Wrighton gave an overview of the Resolution and answered questions from Council members regarding the agreement.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Consent Agenda Calendar Items A. through C. and asked if any Council member wished to remove an item from the Consent Agenda Calendar. No Council member wished to remove an item from the Consent Agenda Calendar. The Clerk read items A. through C.:

Item A. 2023-63 Ordinance Annexing Territory 2226 Lilac Drive

Item. B. 2023-64 Ordinance Annexing Territory 2590 South Shores Drive

Item C. R2023-200 Resolution Authorizing Supplement #1 to the Local Public Agency Engineering Services Agreement with AECOM Technical Services, Inc. Section 09- 00933-01-BR

Councilwoman Gregory moved Items A. through C. be approved by Omnibus Vote; seconded by Councilman Kuhle, and on call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Other Business.

Council members extended their thoughts and prayers to those injured in the recent ADM incidents and spoke about business licensing.

There being no further business, Mayor Moore Wolfe called for adjournment. Councilwoman Gregory moved the City Council meeting be adjourned, seconded by Councilman Kuhle and upon call of the roll, Council members Lisa Gregory, David Horn, Ed Culp, Lisa Gregory and Mayor Moore Wolfe. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the regular Council meeting adjourned at 6:51 p.m.
