City of Clinton City Council met Jan. 16.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, January 16, 2024 at 7:00 p.m. Acting Mayor Thomas Edmunds, presiding. On roll call, Commissioners Wise, Ballenger, and Buchanan were present.

PUBLIC PARTICIPATION

None

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise that the minutes of the regular meeting of January 2, 2024 be approved as submitted. On roll call vote, Commissioners Ballenger, Buchanan, Wise, and Acting Mayor Edmunds voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise, Ballenger, and Acting Mayor Edmunds voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Acting Mayor Edmunds had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported the City lost a long-time employee, Steve Brannan who retired a few years ago. He didn’t get to enjoy his retirement very long. He wanted to remind the citizens the two-inch snow emergency routes are in effect and thanked them for cooperating and moving their vehicles when this happens.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported the Water Department and Street Department have been very busy and he asked Public Works Director, Steve Lobb to comment and he stated with the extreme temperatures they had several water main breaks up and down S. Alexander St. and the employees worked nineteen hours and were back today with more issues in the same place. It was a City holiday, but the employees were out working trying to get the leaks fixed. It was a rough day for them. Commissioner Wise stated Water Superintendent, Lloyd Francis was checking the alarms and high-water usage and calling people and most of them were letting their water run because of the extreme temperatures. The controls at the Water Tower were freezing and had to keep an eye on that. Every town is having issues. He wanted to thank KnK for bringing their truck with a huge light on it and a heater and he greatly appreciated it.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported the Fire Department assisted with a house fire in Weldon and the temperature was six below. It is rough to fight a fire in those temperatures and he thanked the department.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds had no report.

UNFINISHED BUSINESS

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to adopt Ordinance #1593, An Ordinance Approving the Tower/Land Lease Agreement Extension between the City of Clinton and MR System Wireless, LLC. On roll call vote, Commissioners Wise, Ballenger, Buchanan, and Acting Mayor Edmunds voted “Yes.”

NEW BUSINESS

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to approve the Bid for Grind & Haul Brush ($8,600.00) and Grind & Haul Leaves ($5,600.00) at the Yard Waste Facility with R&R Services of Illinois, Inc. in the amount of $14,200.00. On roll call vote, Commissioners Ballenger, Buchanan, Wise, and Acting Mayor Edmunds voted “Yes.”

On File – Purchase of Real Estate – South Portion of 812 W. Leander St. - $26,600.00

On File – Approval of Subdivision Plat – Park Lane West Subdivision

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Buchanan, Wise, Ballenger, and Acting Mayor Edmunds voted “Yes.”
