City of Decatur City Council met Aug. 5.
Here are the minutes provided by the council:
On Monday, August 5, 2024, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.
Mayor Julie Moore Wolfe presided, together with her being Council members Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle and Ed Culp. Mayor Moore Wolfe declared a quorum present.
City Manager Tim Gleason attended the meeting as well.
Mayor Moore Wolfe led the Pledge of Allegiance.
Mayor Moore Wolfe called for Appearance of Citizens.
The following citizens provided comments to the Council: Alan Williams, Dennis Morris, John Drayton, Carol Drayton, Zephaniah Greenwell, Rick Nelson and Ayn Owens.
Council members responded to citizens’ comments concerning water fountains maintained by the Decatur Park District, annexations and garbage service.
The minutes of the July 15, 2024, City Council Meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Kuhle and on call of the roll, Council members Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
Mayor Moore Wolfe called for New Business.
2024-106 Ordinance Rezoning Property from R-1 Single Family Residence District to M 2 Heavy Industrial District - 4148 East Faries Parkway, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
City Manager Gleason gave an overview of the Resolution.
Upon call of the roll, Council members Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2024-273 Resolution Authorizing a Professional Engineering Services Agreement with Crawford, Murphy and Tilly, Inc., to Provide Preliminary Engineering Services for the Lost Bridge North Basin and Florian Basin Inflow and Infiltration Reduction Project, City Project 2017-02, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
City Manager Gleason gave an overview of the Resolution.
Upon call of the roll, Council members Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2024-274 Resolution Authorizing a Professional Services Agreement with Paul’s Machine and Welding Corp., to Provide Engineering, Labor and Material to Rebuild the Sluice Gate Hoist Machinery Frame for the Lake Decatur Dam North Sluice Gate, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
Mr. Matt Newell, Public Works Director, answered questions from Council members concerning the frequency of repairs at the sluice gate.
Upon call of the roll, Council members Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2024-275 Resolution Authorizing the Execution of an Agreement with Steve's Trucking for the Demolition of Vacant Buildings Located at 436 N. Main (Former YWCA), was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Kuhle.
City Manager Gleason gave an overview of the Resolution.
Deputy City Manager Jon Kindseth provided information about the condition of the building and costs related to the demolition.
Council members expressed their thoughts concerning the costs of the demolition and the responsibility of the property owner.
Corporation Counsel Wendy Morthland answered questions from Council members concerning the legal process for demolitions.
Upon call of the roll, Council members Pat McDaniel, Lisa Gregory, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Council members Dennis Cooper and David Horn voted nay. Mayor Moore Wolfe declared the motion carried.
City Manager Gleason provided an update to Council members announcing new hires at the City of Decatur.
Mr. Ryan Huffer, Communications Coordinator, gave a brief overview of the City of Decatur’s new website.
Mayor Moore Wolfe called for Consent Agenda Calendar Items A. through E. and asked if any Council member wished to remove an item from the Consent Agenda Calendar. No Council member wished to remove an item from the Consent Agenda Calendar. The Clerk read items A. through E.:
Item A. R2024-276 Resolution Approving Appointment - Decatur Housing Authority

Item C. R2024-277 Resolution Accepting the Bid Price of Larry H. Miller Ford for the Purchase of Two (2) Ford F-550 KUV Service Trucks

Item E. R2024-278 Resolution Authorizing City of Decatur to Accept Proposal from G & H Marine, Inc. for Dock Removal and Additional Boat Slip
Councilwoman Gregory moved Items A. through E. be approved by Omnibus Vote; seconded by Councilman Kuhle, and on call of the roll, Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
With no other New Business, Mayor Moore Wolfe called for Other Business.
Councilman McDaniel thanked the Decatur Police Department for their increased efforts in traffic enforcement. Councilman Horn spoke about increased code enforcement and spoke about holding property owners accountable for their properties.
There being no further business, Mayor Moore Wolfe called for adjournment. Councilwoman Gregory moved the Regular Council meeting be adjourned, seconded by Councilman Kuhle and on call of the roll, Council members Dennis Cooper, Pat McDaniel, Lisa Gregory, David Horn, Chuck Kuhle, Ed Culp and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
Mayor Moore Wolfe declared the regular Council meeting adjourned at 6:37 p.m.
